BACKGROUND AND ANALYSIS

The Water Utilities Department currently uses Human Machine Interface (HMI) software, known as “Wonderware”, that is produced by Aveva Select California (Aveva). This Supervisory Control and Data Acquisition (SCADA) system allows monitoring, as well as operational control, of utility plant systems across all five treatment plants as well as reservoirs, pump stations, and lift stations, which are part of the sewer collections and water distributions systems. Wonderware also logs and collects important data that is used for analyzing trends and engineering plans. As part of the software package, the City pays an annual support fee.

Wonderware is a proven product that has been successfully implemented by the Department and staff wishes to maintain continuity with Wonderware into the future. The software support package includes 24/7 support for the software, reporting features, Thin Manager software, as well as maintenance and support with updates, and troubleshooting. The pricing proposal from Aveva will allow the City to lock in pricing for the software license for three years. The cost of the agreement will have an annual increase of five percent over the three-year term. In addition to the software support package, Aveva will provide software training for staff at a cost of $15,000 per year.

Staff is requesting that City Council approve this procurement as a sole source per City Code Chapter 28A, as the software support services are proprietary to Aveva, and not available from any other source.

FISCAL IMPACT

The total cost for the three-year professional service agreement with Aveva is $359,695. Year one cost for FY 2024-25 in the amount of $101,870 will be split between Water SCADA Program account and Sewer SCADA Program account as shown in the table below. Future years will be funded through the normal budget process.
