RECOMMENDATION
title
Staff recommends the City Council adopt a resolution authorizing the City to accept and appropriate grant funds, in the amount of $400,000, for a “Safe Streets and Roads for All” (SS4A) Safety Action Plan that allows access to grant funding for the implementation of projects to improve roadway safety; appropriate $100,000 from the SB1 fund to the City match account; and authorize the City Manager to execute all necessary grant documents.
body
BACKGROUND AND ANALYSIS
On May 8, 2024, the City Council approved a resolution authorizing the City to apply for grant funds for SS4A. The SS4A program funds regional, local, and Tribal initiatives through grants to prevent roadway deaths and serious injuries. Over $3 billion is still available for future funding rounds. The SS4A program supports the U.S. Department of Transportation’s National Roadway Safety Strategy and the goal of zero roadway deaths using a Safe System Approach.
The City has completed a Local Roadway Safety Plan (LRSP), which allows the City to compete for Highway Safety Improvements Program (HSIP) funds, however, the LRSP lacks elements that would better position the City to receive future grant funds. The creation of a Safe Streets and Roads for All (SS4A) Safety Action Plan would amplify the City’s competitiveness for SS4A implementation funding and for other grants such as future HSIP grants.
The grant funding awarded to the City of Oceanside will be utilized to conduct a SS4A Safety Action Plan that would provide:
• A broader range of safety measures and improvements to address transportation safety to include roadway design, traffic management, enforcement, education and public awareness
• Improved qualitative and quantitative data for a more complete safety analysis
• Involvement of a broader range of shareholders, including transportation agencies, law enforcement, public health organizations and community groups
• Consolidate related safety efforts such as the City’s LRSP and Safe Routes to School initiatives into one document
• A toolbox of projects, strategies and safety measures to address safety issues while providing the City flexibility for implementation
• Compliance with requirements to receive future funding and grants and
• A stronger case to support applications for state and federal funding opportunities
FISCAL IMPACT
The SS4A federal grant is in the amount of $400,000, and requires a minimum of 20 percent in City matching funds. The grant in the amount of $400,000 will be deposited and appropriated to SS4A grant account 822195724274.4376 and 822195724274.5326. The City will be required to commit approximately $100,000. The funding source for the match will be from SS4A city match account 902195724265.5326. Staff is requesting an appropriation in the amount of $100,000 to the SS4A City match account 902195724265.5326. Funding source is SB1 Gas Tax fund restricted account, 265.3010, which has a fund balance of $3,618,333; therefore, sufficient funds are available.
