Staff recommends that the City Council approve Amendment 2 to the Professional Services Agreement (PSA) with KDM Meridian ("KDM"), in the amount of $40,000 for a revised total contract amount not to exceed $590,000; approve Amendment 2 to the Professional Services Agreement (PSA) with Geopacifica, Inc. ("Geopacifica") in the amount of $40,000 for a revised total contract amount not to exceed $540,000, and authorize the City Manager to execute the amendments.

BACKGROUND AND ANALYSIS
The Engineering Division of the Development Services Department manages the Capital Improvement Program (CIP) projects and processes land development permit applications. Engineering staff review these projects for compliance with various technical requirements, including applicable codes and regulations.
On June 21, 2023, the City Council approved 21 PSAs with multiple consulting firms, including KDM and Geopacifica, each in the amount of $150,000 per annum, for as needed on-call professional services to assist capital improvement program and land development services. The PSAs with KDM and Geopacifica are over a three-year period, from 2023 to 2026, each not to exceed $150,000 per fiscal year.
On June 26, 2024, the City Council approved Amendment 1 to the PSA with KDM, in the amount of $100,000, for as-needed design & construction surveying and survey plan review.
On June 26, 2024, the City Council approved Amendment 1 to the PSA with Geopacifica, in the amount of $50,000, for as-needed geotechnical services.
In prior years, the City's Licensed Land Surveyor provided survey related services for the City, including design & construction surveying for City projects and survey plan review for Land Development projects. The Licensed Land Surveyor position has remained vacant since June of 2023 despite attempts to fill the position. To ensure the efficient and accurate technical review of CIP and Land Development projects, staff has utilized the current practice of supplementing City staff with contract staff to provide technical support on an as-needed basis while the position remains vacant. Amendment 2 to the PSA for KDM will allow for necessary continued services through the end of Fiscal Year 2024-25. For the 2025-26 Fiscal Year, $150,000 will be available with KDM based on the existing contract.
The volume of development projects within the City continues to require further assistance with regard to geotechnical review services. In order to avoid a disruption to geotechnical services that are vital to Engineering Division operations, additional funds are required to cover the anticipated expenses from the professional consultant services. Amendment 2 to the PSA for Geopacifica will allow for necessary continued services through the end of Fiscal Year 2024-25. For the 2025-26 Fiscal Year, $150,000 will be available with Geopacifica based on the existing contract.

There is no budget impact to the General Fund. Account 425423101.5306.0002 is entirely funded from Land Development Developer's Deposit revenue account 425423101.4426.0027. Work that is done for any CIP projects will be funded from the available balance of funds under the respective CIP project account. Account 425423101.5305 currently has $ 59,216 available, therefore sufficient funds are available to cover the $40,000 for the anticipated Geopacifica work.
