BACKGROUND AND ANALYSIS

In Fiscal Year 2023-24, an additional Traffic Signal Technician position was added to the Public Works Department. This position requires a vehicle in order to provide service to the assigned signalized intersections. The Public Works Department has determined a utility truck is sufficient for the new position and will provide a savings of approximately $100,000 in comparison to the purchase of a third bucket truck. The utility truck will also be shared amongst the other Traffic Signal Technicians in addition to the two bucket trucks currently used by the Division. In the future all required costs, including additions to fleet, will be included at the time new positions are requested in order to avoid using reserves for such purchases.

The new vehicle is being purchased from Downtown Ford Sales through a State Cooperative Agreement with the State Department of General Services and meets the requirement of 28A.28 for cooperative leasing. The price of the vehicle includes the customized service body drawers supplied by CTEC Manufacturing.

Attachment A lists the vehicle and total cost for the vehicle.

FISCAL IMPACT

The purchase order with Downtown Ford, in the amount of $103,905, will be charged to the Traffic Control account 640621101.5705. Staff is requesting to use reserves in the amount of $103,905 and appropriate to the Traffic Control account 640621101.5705. The funding source is General Fund Assigned Infrastructure account 101.3020.0054 which has an available balance of $23.5M; therefore, sufficient funds are available.  As previously noted, staff has begun to account for fleet costs when requesting new positions which should help avoid the use of reserves for future fleet purchases.
