BACKGROUND AND ANALYSIS
The City received a request from residents to establish a preferential parking permit program on the residential streets of the Rancho Pacifica Neighborhood due to impacts of vehicles from adjacent land uses parking in their neighborhood.
The California Vehicle Code (CVC) section 22507 authorizes Cities to establish certain streets as preferential permit parking. The program is intended for residential areas that are severely impacted by on street parking in their neighborhoods from adjacent land uses. The program does not reserve specific on-street parking for individuals.
Each household may be issued a permit with an annual fee of $15 for each vehicle. Temporary guest permits (up to 20) may be issued to a household (valid for a maximum of 5 days). Proof of residency shall be demonstrated by voter registration, motor vehicle registration, lease or rental agreement, or a utility bill. Permits are valid from January 1 through December 31 of each year. More details of the program can be found in the Oceanside Traffic Code, Section 10.30 of the City’s municipal code.
Residents of the Rancho Pacifica Neighborhood, initiated the request for permit parking due to impacts from vehicles from adjacent land uses parking within their neighborhood. Rancho Pacifica Neighborhood is located to the east of Douglas Drive, south of North River Road, and north of the San Luis Rey River. The streets that make up the neighborhood are as follows: Old River Street, Shasta Court, Kern Court, Avenida Descanso between Old River Street and North River Road, Navarro Street, San Joaquin Street, Mattole Street, Klamath Street, Trinity Street, and Salinas Street.
All the streets within the neighborhood are residential streets with single family homes.
A petition was provided in December 2024 to be circulated for signatures in support of the permit parking on the streets that are depicted in Exhibit A. From staff’s previous experience establishing parking restrictions in an area could potentially shift parking concerns to adjacent streets. Therefore, staff required that the preferential parking permit program include the entire Rancho Pacifica Neighborhood.
Residents of Rancho Pacifica Neighborhood submitted a petition with signatures of support for all ten streets. Per the City’s Preferential Permit Parking Program, it is required to provide at least 67 percent of support to move forward in the process of establishing permit parking. Rancho Pacific provided approximately 68 percent of the Rancho Pacifica Neighborhood signed the petition, showing the required support for permit parking. (See Exhibit B.)
The proposed hours of restriction (when a permit is required to park on the street) are from 8:00 PM to 8:00 AM seven (7) days a week.
Staff mailed notices to the residents within the Rancho Pacifica Neighborhood the week of July 14, 2025 informing them of the City Council’s meeting to review the permit-parking proposal.
FISCAL IMPACT
The installation of the new signs will cost approximately $5,500 and will be charged to the Traffic Control System Account 640621101.5355 which has a balance of $208,430; therefore, sufficient funds are available.
