BACKGROUND AND ANALYSIS
The Oceanside Small Craft Harbor District (District) manages approximately 1,000 boat slips in Oceanside Harbor and requires vessel owners to maintain their vessels’ good appearance and seaworthiness. Vessel owners who are unable to maintain their vessels and pay their slip fees often abandon their vessel in the harbor which creates blight and environmental hazards. To deal with this issue, the District applied for a grant through the Surrendered and Abandoned Vessel Exchange (SAVE) program. This grant is available to local public agencies applying for what was previously described as the Abandoned Watercraft and Abatement Fund (AWAF) and Vessel Turn-In Program (VTIP). The SAVE effectively combines these two grants into one, providing the convenience of a single grant to manage, and allowing the flexibility to use the SAVE grant funds interchangeably for AWAF and VTIP issues.
The Harbor Division has received the SAVE grant from the California Department of Parks and Recreation, Boating and Waterways Division since 2015 and has utilized those funds to remove fifty vessels from the harbor.
In April 2025, the Harbor Division applied for a new California Department of Parks and Recreation, Boating and Waterways Division SAVE grant. The SAVE grant in the amount of $8,000 was awarded to the Harbor District in September 2025; the grant term is from the fully executed document date through September 30, 2027.
The District will enlist the services of the Harbor Maintenance or qualified contractors to dispose of each vessel at an estimated cost of between $1,000 to $5,000 per vessel, depending on vessel size and other pertinent factors like engines, tankage, and the tanks’ contents. The boats are stored at the Oceanside Harbor Administration’s Impound Dock until they can be properly disposed. The District will continue this program until all allocated grant funds have been expended.
The California Department of Parks and Recreation, Boating and Waterways Division grant of $8,000 requires that the City Council adopt a resolution approving the agreement and authorize the Administrative Officer to execute the agreement.
FISCAL IMPACT
The total amount of the SAVE Grant is $8,000. The State of California Department of Parks and Recreation, Boating and Waterways Division grant will be deposited into SAVE 2025-2027 grant account 836144925272.4376 and 836144921272.5355. The City is required to match ten percent or $800 of the project expenses and will be charged to the Harbor Maintenance account 600627101.5355 which has a current balance of $139,891; therefore, sufficient funds are available.
