BACKGROUND AND ANALYSIS

The Parks, Beaches and Pier Division of the Public Works Department provides maintenance services to 46 Park and City facilities, 25 play structures, 27 public restroom buildings, 57 street median and parkway locations.  It also services Lifeguard Headquarters, the Oceanside Pier and also manages the City’s Tree program which has over 40,000 City owned trees. In addition to providing daily maintenance services, staff also manages large and complex landscape maintenance service contracts, a janitorial contract, arboriculture and tree pruning contracts. Daily maintenance of the City parks and facilities is divided and performed by nine full time staff members. Irrigation repair work is one of the largest maintenance tasks and continues to be a maintenance challenge. Due to the considerable amount of facilities, any malfunction, damage, or vandalism, which often occurs, prevents staff from addressing other required maintenance items.

On May 18, 2022, the City Council approved a Landscape Maintenance Agreement for the maintenance of Parks, Beach Parks, Beach Accesses and Facilities with Mariposa Landscapes, Inc., in the annual amount of $1,023,648. On August 9, 2023, the City Council approved Amendment 1 for additional irrigation repair and maintenance and operations services in the amount of $210,216.

The Request for Proposals for the Landscape Maintenance Agreement included an Additive Alternate for irrigation repair and operation services. Mariposa Landscapes, Inc., provided qualifications and a cost proposal for this work. Unfortunately, there was insufficient funding in the various Public Works budgets to include the Additive Alternate for the irrigation scope of work at that time.  As part of the 2024-25 Fiscal Year budget, the Public Works Department requested a budget increase for irrigation repair, maintenance and operation services. The City Council adopted 2024-25 Fiscal Year Budget includes $166,334 in funding for the requested irrigation scope of work for 9 months. The following fiscal year renewal will be budgeted during the normal budget process for FY 2025-26.

Staff recommends that City Council approve Amendment 2 with Mariposa Landscapes, Inc. to perform repair and maintain irrigation components in lines two inches (2”) or smaller, and to provide irrigation inspections and operations for City facility sites. City staff will continue to perform repairs on irrigation lines greater than two inches in diameter.

FISCAL IMPACT

Amendment 2 with Mariposa Landscapes, Inc. is $165,703 and will be charged to the Parks Maintenance account 660613101.5320.  Council has approved a one-time budget of $166,334 for irrigation repairs for FY 2024-25 which is sufficient to cover 9 months of the amendment from October 1, 2024 to June 30, 2025; therefore, sufficient funds are available.
