BACKGROUND AND ANALYSIS

 

In February 2023, the Fire Department assumed responsibility for marine safety services in Oceanside Harbor from the Police Department, including the management and operation of three rescue vessels. These vessels are critical public safety resources used to support marine firefighting, ocean and vessel rescues, emergency medical responses, and other emergency operations within Oceanside Harbor and surrounding coastal waters.

 

Due to continuous exposure to saltwater and other adverse marine conditions, the rescue vessels require regular preventive maintenance, repairs, and periodic equipment replacement to remain safe and operational. Timely maintenance and repairs are essential to minimize vessel downtime and maintain marine emergency response capabilities.

 

Oceanside Marine Centre is located within Oceanside Harbor and remains the sole vendor in the Harbor that can provide the haul-out services necessary to inspect, maintain, and repair the Fire Department's rescue vessels. Its location also allows for immediate diagnostic and repair services when mechanical or equipment issues arise, minimizing vessel downtime and helping ensure that marine emergency response capabilities remain available.

 

Staff recommends establishing an agreement with Oceanside Marine Centre for the anticipated maintenance, repairs, and equipment replacement of the three rescue vessels for Fiscal Year 2026/27. Staff further recommends that the City Council approve this procurement as a sole source in accordance with City Code Chapter 28A for the reasons described above.

 

FISCAL IMPACT

 

The total amount of the PSA is $126,300 and will be charged to the Harbor Fire-Lifeguard account, 550581101.5320. A purchase order in the amount of $51,300 has already been issued. Upon approval of this staff report, a $75,000 change order to the existing purchase order will be processed, bringing the total purchase order amount to $126,300. The available M&O budget balance is $188,523; therefore, sufficient funds are available to support these expenditures.
