TITLE: AMENDMENT 3 TO THE PROFESSIONAL SERVICES AGREEMENT WITH SCHMIDT DESIGN GROUP FOR THE DESIGN OF EL CORAZON PARK SITE 1

Staff recommends that the City Council approve Amendment 3 to the Professional Services Agreement (PSA) with Schmidt Design Group, in the amount of $38,650 for a revised contract amount of $622,490, to perform additional design services for the El Corazon Park Site 1 project; and authorize the City Manager to execute the amendment.

BACKGROUND AND ANALYSIS
On August 16, 2021, staff advertised a Request for Proposals (RFP) for Professional Services for the design of El Corazon Park Site 1.
On February 23, 2022, the City Council approved a PSA for the design of Park Site 1 with Schmidt Design Group for $476,360.
On January 25, 2023, the City Council approved Amendment 1 to the PSA in the amount of $25,750 for additional public outreach and bilingual translation services.
On June 26, 2024, the City Council approved Amendment 2 to the PSA in the amount of $81,730 to provide for a mass grading plan, design of wet and dry utilities to Park Site 1, and interim survey services as result of the Frontwave Arena site Purchase and Sale Agreement.
Amendment 3 to the PSA would provide for preparation of construction documents for sports lighting on the multi-purpose fields and hard courts. Amendment 3 would also provide for the items necessary to ensure that the final design for Park Site 1, including proposed sports lighting, is consistent with the Specific Plan. Included within this item is completion of the substantial conformity application and a photometric lighting study to confirm that the proposed sports lighting would meet the requirements of the Specific Plan. In addition, Amendment 3 to the PSA would provide for the design of security cameras to be located near the proposed restrooms. This addition is an outcome of the recommendations provided by the Police Department through its Crime Prevention Through Environmental Design (CPTED) review of the proposed restroom design.
FISCAL IMPACT
Amendment 3 to the PSA is in the amount of $38,650. The total cost will be charged to the Park Site 1 account 906177722598.5305.10400, which has a current available balance of $919,920; therefore, sufficient funds are available.
