body
BACKGROUND AND ANALYSIS
On October 17, 2012, the City Council approved a three-year Professional Services Agreement with Wittman Enterprises (Wittman) to provide EMS Billing services. The agreement allowed for two one-year extensions.
On September 16, 2015, the City Council approved Amendment 1 extending the term of the agreement to October 16, 2018 utilizing the City of Carlsbad’s competitive bidding process.
On October 17, 2018, the City Council approved Amendment 2 extending the term of the agreement to October 15, 2023 with five one-year extension options and revising the compensation for service performed utilizing the City of Costa Mesa’s competitive bidding process.
On September 27, 2023, the City Council approved Amendment 3 which executed the first of the five one-year extension options extending the term of the agreement to October 15, 2024 and adjusted compensation for services performed.
On November 6, 2024 the City Council approved Amendment 4 which executed the second of the five one-year extensions extending the term of the agreement to October 15, 2025.
Amendment 5 would execute the third of the five one-year extensions extending the term of the agreement to October 15, 2026.
Wittman Enterprises has provided billing and collection services for Oceanside’s emergency medical services for more than 13 years, consistently demonstrating professionalism, efficiency and a strong commitment to customer service. Their sole focus is delivering comprehensive ambulance billing services, which has proven to be a valuable resource for both City staff and the community. The majority of Wittman’s clients are government agencies throughout California, including many within San Diego County.
Pursuant to the terms of Amendment 3 the compensation rate remains at 3.60% of monthly net collected revenue. This rate is contingent upon the City’s continue participation in the Public Provider Ground Emergency Medical Transport Intergovernmental Transfer Program (PP-GEMT IGT). The PP-GEMT IGT is a cost reimbursement program administered by the State of California that allows the City to recover a portion of the costs associated with providing medical transport services for qualifying ambulance transports.
Revenues are expected to continue to grow with the participation in the PP-GEMT IGT program and an increasing amount of calls for service.
FISCAL IMPACT
The Fiscal impact is a function of the amount collected, thus not definitive at this time. Based on historical net collected revenues, the estimated annual cost of Amendment 5 is $390,000. The contract expense is charged to Business Activities account 212010101.5305 and is estimated to be approximately $292,500 for FY 2025-26 with a current budget of $186,476. Staff is requesting an increase in appropriation in the amount of $106,024 to the Ambulance Billing revenue account 1101.4452.0001 and Business Activities account 212010101.5305 to offset the FY 2025-26 contract cost. The estimated cost of $97,500 for FY 2026-27 will be included in the regular budget cycle. If revenues continue to grow, a budget adjustment will be processed to increase both revenue and expenses to offset contract costs.
