BACKGROUND AND ANALYSIS

 

In April 2020, the City of Oceanside and Buena Vista Audubon Society were awarded state funds from the Department of Water Resources Urban Streams Restoration grant program to develop a streambank restoration project for a section of Buena Vista Creek in Southeast Oceanside near Lake Boulevard and Thunder Drive (Attachment 3).

 

The City Council approved the original Professional Services Agreement with Dudek on October 6, 2021, in an amount not-to-exceed $258,551, for the design and permitting of a project that will improve existing riparian habitat, enhance water quality, and provide recreational and educational opportunities for the surrounding community. Amendment 1, in the amount not-to-exceed $85,000 was approved on November 2, 2022.  Amendment 2, extending the time for completion only, was administratively executed on August 8, 2023.  Amendment 3 was administratively executed on March 20, 2024, to reallocate existing budget between project tasks.

 

To date, Dudek has completed the planning, 60% and 90% design, and permitting for the project under the DWR grant. To ensure the completion of the 100% design plans and final permits by December 31, 2025, Dudek is requesting additional funds due to project delays in City review time. Amendment 4 to Dudek’s scope of work is necessary to cover the consultant’s team’s continued technical support, including environmental compliance, and ensure the City completes all deliverables required by the grant agreement deadline.

 

FISCAL IMPACT

 

Amendment 4 will be funded from the Watershed Protection Program Account 750762711.5326, which has a current available balance of $185,764; therefore, sufficient funds are available.
