TITLE: PROFESSIONAL SERVICES AGREEMENT WITH O2X HUMAN PERFORMANCE

Staff recommends that the City Council approve a one-year Professional Services Agreement (PSA) with O2X Human Performance for the Officer and Professional Staff Health, Wellness, and Performance Program, in the amount not to exceed $185,000; and authorize the City Manager, or designee, to execute the agreement.

BACKGROUND AND ANALYSIS
The health and wellness of public safety employees are critical to maintaining an effective police department and providing high-quality service to the community. Police officers and professional staff routinely encounter traumatic incidents, high-stress situations, irregular work schedules, and demanding physical requirements. Over time, these challenges can negatively impact physical health, mental well-being, job performance, and long-term career longevity.
Employee wellness is also a priority as stated in the Department’s strategic plan. Investing in employee wellness supports the Department’s organizational goals by helping to reduce preventable injuries, absenteeism, workers' compensation claims, burnout, turnover, and recruitment challenges, while fostering a culture that encourages personnel to seek support when needed. Implementation of this program demonstrates the City's commitment to investing in its employees while promoting officer safety, organizational effectiveness, and continued delivery of professional police services to the community.
O2X Human Performance is a nationally recognized organization specializing in human performance programs designed specifically for law enforcement, fire service, EMS, and military personnel. Its multidisciplinary team includes strength and conditioning specialists, registered dietitians, licensed mental performance professionals, sleep scientists, tactical performance experts, and resilience educators. This expertise allows O2X to address the unique physical, psychological, and operational demands associated with public safety careers.
The Police Department currently provides traditional wellness resources; however, it does not have a comprehensive program that integrates physical performance, nutrition, sleep optimization, stress management, resilience training, and evidence-based wellness coaching into a single coordinated approach.
The proposed partnership with O2X Human Performance would provide the Police Department with a comprehensive wellness program focused on improving employee health, operational readiness, resilience, and long-term performance.
Program components include:
• Physical fitness assessments and individualized training guidance
• Embedded athletic trainer
• Injury prevention and recovery education
• Nutrition education and performance coaching
• Sleep optimization strategies for shift workers
• Mental performance and resilience training
• Stress management techniques
• Leadership education supporting employee wellness
• Evidence-based wellness resources designed specifically for law enforcement
Unlike traditional employee wellness programs that primarily address health concerns after they arise, O2X emphasizes proactive performance optimization and injury prevention. The program is designed to reduce preventable injuries, improve physical readiness, enhance decision-making under stress, strengthen resilience, and promote healthy career longevity.
FISCAL IMPACT
The total cost for the O2X Performance Program will not exceed $185,000 and will be charged to the OPD Asset Forfeiture Account and OPD Measure X Account. Funding of $85,000 for this program was approved as an operating budget addition, included as part of the Measure X spending plan, as part of the FY2026/27 budget adoption.
