Staff recommends that the City Council adopt a resolution approving Final Map No. T22-00005 for the proposed Pacifica Townhomes project and authorize the City Clerk to record the Final Map with the San Diego County Recorder.

body

BACKGROUND AND ANALYSIS

The Pacifica Townhomes project is a proposed townhome development that includes 164 residential units on approximately 14.55 acres of land located at the former Pacifica Elementary School site, in the North Valley region of the City, immediately northeast of Libby Lake Park. The owner of the property is MTHCALV-I PACIFICA, LLC. See Attachment A for a vicinity map.

On October 23, 2023, the Planning Commission adopted Resolution No. 2023-P23, approving General Plan Amendment (GPA22-00001), Zone Amendment (ZA22-00003), Tentative Map (T22-00005), Development Plan (D22-00013) for the proposed project. See Attachment B for the approved Resolution. A Final Map has been prepared in accordance with the Planning Commission Resolution and is ready for final approval from City Council. A reduced copy of the Final Map is provided as Attachment C.

The Final Map is consistent with the General Plan and the site is physically suitable for the type of development. Conditions and restrictions have been imposed to ensure the project’s compatibility with the surrounding area. In addition, all financial arrangements have been satisfactorily completed and all pertinent documents have been properly executed by the owner. All grading, public improvement, and drainage designs comply with the City’s ordinances.  Development fees, required as a condition of map approval, will be assessed and collected per City Code, Section 32B.7.  The fees collected will be deposited into respective business units. Upon the City Council’s approval of the Final Map, the applicant will have the ability to file the document at the County Recorder’s Office as an official record and legally subdivide the parcel of land into smaller lots for development. This will allow the legal transfer of the individual lots, and ensures that the development complies with local regulations and infrastructure needs.
