TITLE: AMENDMENT 5 TO THE PUBLIC WORKS AGREEMENT WITH SINGH GROUP INC. FOR ENCAMPMENT-RELATED TRASH REMOVAL

Staff recommends that the City Council approve Amendment 5 to the Public Works Agreement (PWA) with Singh Group Inc. (“Singh Group”), in the amount of $971,976, for a new agreement total not to exceed $4,164,586 for encampment-related trash removal services; and authorize the City Manager to execute the amendment.

BACKGROUND AND ANALYSIS
The following is a summary of actions approved by the City Council in relation to the City’s existing PWA with Singh Group for encampment-related trash removal:
o February, 2022: Development Services staff solicited proposals for encampment-related trash removal in accordance with the City’s Procurement of Goods and Services Directive. Singh Group was selected as the most qualified proposer as well as the lowest bidder on a price per crew per day basis.
June 22, 2022: The City Council approved a two-year PWA with Singh Group to complete encampment-related trash removal throughout the City at an annual cost of $222,976.
o December 7, 2022: The City Council approved Amendment 1 to the PWA, which added a second crew and increased services to five days-per-week for a new PWA total of $466,278.
o June 7, 2023: The City Council approved Amendment 2 to the PWA, which added a third crew for a new agreement total of $1,349,754.
o June 26, 2024: The City Council approved Amendment 3 to the PWA to maintain the same level of service for FY 24-25 with a new agreement total of $2,257,118.
o June 18, 2025: The City Council approved Amendment 4 to the PWA to maintain the existing level of service for FY 25-26 with a new agreement total of $3,192,610.
Staff requests City Council approval of Amendment 5 to the PWA (Attachment 2), which would extend the current level of service for one additional year. At the end of this term, the contracted work will be reopened for new proposals to ensure the City continues to receive competent, reliable service at a reasonable cost.
During the agreement term, Singh Group has performed exceptionally well in removing encampment-related trash and debris for the City. The crews have proven to be extremely flexible, responsive, and hardworking. This helps staff address established encampments and rapidly tend to new concerns as they are reported or discovered. The three full-time crews currently provide essential trash-removal services in difficult to access areas, eliminating health and safety concerns, reducing environmental damage and blight, and improving the overall quality of life for Oceanside’s residents and visitors.
Due to ongoing encampment complaints, as well as the need to proactively address trash removal in key watersheds such as the San Luis Rey River, Loma Alta Creek and Buena Vista Creek, staff recommends City Council approval of Amendment 5 to the PWA. The proposed amendment would extend the current level of service for another year, as well as increase the PWA dollar amount by $971,976 for a total multi-year PWA cost not-to-exceed $4,164,586. Given the amount of financial resources dedicated to encampment cleanups, prior to renewing the contract beyond the proposed extension date, staff will evaluate the encampment cleanup program to ensure its cost effectiveness moving forward.
FISCAL IMPACT
Amendment 5 to the PWA, in the amount not to exceed $971,976, will be charged to Code Enforcement Division account 425900101.5355. This account has a proposed budget of $1,013,158 in FY 2026-27; therefore, sufficient funds are available. Approval of the PWA is contingent upon adoption of the FY 2026-27 budget.
