BACKGROUND AND ANALYSIS
The City of Oceanside’s Junior Seau Fitness Center, located at 448 Country Club Lane, and its Club 55 Senior Fitness Program (Club 55) has a long history in the community as a place where seniors can get assistance in maintaining an active lifestyle and exercise without the pressures and possible safety concerns of larger gyms. Club 55 primarily serves senior adult residents of Oceanside ages 55+ years but is open to all Oceanside residents. A small percentage of members live outside Oceanside. Since July 2014, Vista Community Clinic (VCC) has managed and operated the Club 55 Senior Fitness Program at the Center.
Many of the current members have been going to Club 55 for several years and use the gym as a resource to keep them connected with fellow senior members and help them maintain a healthier and active life. VCC’s partnership with the City to operate Club 55 has allowed the clinic to offer comprehensive health resources, connect seniors to health education and nutrition classes, and resources outside fitness, including but not limited to food distributions to seniors that needed help and access to fresh produce, dry foods and sanitation supplies such as hand sanitizer and masks.
VCC staff are certified in assisting members with prescribed workout sessions and activities. In addition to treadmills, the Center has recumbent and stationary bikes, single station weight machines and free weights to keep members toned. A portion of the exercise machines are rehabilitative and utilize air pressure system vs. weights. This assists seniors in their recovery or ability to maintain a level of healthy activity without risk of hurting themselves with heavy weights.
Club 55 has a current membership of just over 50 members. Club 55 has an annual membership fee of $55 for seniors and $65 for members under 55 or non-Oceanside residents. There is a daily rate of $5/day if a participant is visiting and chooses not to be a member. These membership fees help cover the cost of operating the senior gym. Club 55 is open Monday through Friday from 7:00 a.m. to 10:45 a.m. and 11:30 a.m. to 2:00 p.m.
FISCAL IMPACT
The PSA with VCC is in the amount not to exceed $49,501. Of this amount, $38,102 will be charged to the Club 55 account 900439101.5395, and $11,399 will be charged to the City Manager Contingency account 150150101.5395. These accounts have adopted budgets of $40,582 and $85,233 respectively; therefore, sufficient funds are available.
