TITLE: PROFESSIONAL SERVICES AGREEMENT FOR ON-CALL TRAFFIC ENGINEERING SERVICES

Staff recommends that the City Council approve a Professional Services Agreement for On-Call Traffic Engineering services with Kimley-Horn, in an amount not to exceed $250,000 per year, with two one-year renewable options; authorize the City Manager, or designee, to execute the agreement upon receipt of all supporting documents; and authorize the Financial Services Director, or designee, to execute the Purchase Order.

BACKGROUND AND ANALYSIS
On May 4, 2022, the City Council approved a Professional Service Agreement with Kimley-Horn for on-call traffic engineering services with two, one-year renewable options. The agreement will end on June 30, 2025.
In February of 2025, staff advertised a Request for Proposals (RFP) for qualified firms to assist the Traffic Engineering division with engineering and planning/development reviews, traffic signal operation, traffic related reviews, traffic studies, and assisting with Federal, State, and Regional issues.
Twelve qualified consultants submitted proposals and four were selected to be interviewed: Kimley-Horn; Advantec Consulting Engineers; Linscott, Law & Greenspan, Engineers; and HDR Engineering, Inc. After the interviews were conducted, staff selected Kimley-Horn as the most qualified in addressing all of the City’s requirements. The proposed scope of work includes, but is not limited to, the following:
A. Transportation and Planning Review
• Assist staff with grant applications and review.
• Provide technical assistance for the design and operation of traffic signals (including plan check and timing information).
• Provide civil design for traffic related projects including new traffic signals and traffic signal modifications.
• Assist staff with plan reviews (new development, improvement, grading, and building plans) that pertain to Traffic Engineering items such as, but not limited to: signing and striping, driveway layout, and grade brakes; ADA pathways including ADA ramps, street lights, traffic signals, and parking lot layout (aisle and parking stall dimensions, etc.).
• Provide third-party traffic impact study reviews, as required.
B. Traffic Signal Operations and Staff Support
• Provide signal system evaluation, modeling, and optimization.
• Review signal operations for future upgrades and technologies.
• Provide support for technical signal operations for signal modifications or software upgrades.
C. Assisting in addressing traffic-related requests from the City Traffic Engineer such as conducting various traffic studies, preparing work orders, making traffic observations and discussing findings with staff to further determine next steps, and preparing staff reports.
D. Assisting with Federal, State, and Regional issues
• Proactively monitor activity of various governmental agencies and organizations, advising and informing the City Traffic Engineer with updates, as appropriate. These proactive notifications shall be focused on Federal, State, and Regional policies, and projects that affect the City of Oceanside and more importantly, on grant funding opportunities at Federal, State, and Regional levels that the City can benefit from.
FISCAL IMPACT
The contract with Kimley-Horn is not to exceed $250,000 per fiscal year and will be charged to the Adaptive Signals/Transportation Management Center account 632444562.5305 which has a current available balance of $268,962. Thoroughfare/Signal Fund 562 is the funding source; therefore, sufficient funds are available. Contract extensions will not be approved unless sufficient funds are approved in future budget years.
