BACKGROUND AND ANALYSIS

The City of Oceanside (City) presently owns and operates two wastewater treatment facilities: the San Luis Rey Water Reclamation Facility (SLRWRF) and the La Salina Wastewater Treatment Plant (LSWWTP). As the LSWWTP nears the end of its operational life, plans for its decommissioning are underway, with the plant remaining in operation until flows can be redirected to the SLRWRF.

To facilitate the redirection of flows, the new Buccaneer Force Main (BFM) is needed to transport flows. In February 2018, Tetra Tech provided a technical memorandum and 30% design level drawings for the new BFM. The BFM is intended to convey flows from the LSWWTP to the SLRWRF through a force main that is primarily along an alignment in Oceanside Boulevard. It then connects to the Oceanside Mesa Garrison Force Main at Mesa Drive and Garrison Street that will receive flows from two other lift stations before heading north within easement corridors to the SLRWRF.

On August 8, 2018, Council approved a Professional Service Agreement (PSA) with Ardurra (formerly Infrastructure Engineering Corporation or IEC) in the amount of $352,402 to complete the Buccaneer (formerly La Salina) Force Main design. On May 8, 2024, City Council approved an amendment to Ardurra’s PSA, in the amount of $170,436, for a total contract amount of $522,838 to address additional City-directed revisions for the Buccaneer Force Main project.

Amendment 2 includes additional scope to address changes to final design, engineering services during construction, and extends the contract expiration date to December 31, 2029, to align with the anticipated construction schedule.

FISCAL IMPACT

Amendment 2 to the PSA with Ardurra is $208,758 and will provide additional engineering design services and engineering services during construction for the Buccaneer Force Main project. See the table below.
