BACKGROUND AND ANALYSIS

The County of San Diego NRP provides grant funds to County departments, public agencies, and to non-profit community organizations.  Public Agencies, including the City of Oceanside, are eligible to apply to fund public safety programs that benefit and meet the needs of the community through the preservation and protection of life and property.

The Oceanside Fire Department (OFD) has identified the need for equipment designed to ensure personnel can access individuals who are trapped in dangerous situations. The NRP funds will be used to purchase electric extraction tools for the rescue engines, replacing the outdated gas-powered rescue equipment currently in use by the OFD.

This new and updated equipment will allow the OFD to better serve the public, reduce extrication time, and ultimately save lives. The equipment upgrade is necessary due to a need to move away from old gas-powered equipment, as well as, the increasing service area year over year. Additionally, this new equipment ensures compliance with the City’s Energy and Climate Action Element of the General Plan and Assembly Bill 1346 (Air Pollution Small Engine Phase-Out).

The OFD solicited bids in accordance with the City’s Procurement of Goods and Services Directive and selected Western Extrication Specialists, Inc. to provide the appropriate and specific brand of extrication equipment (Holmato). The OFD already uses Holmato brand across all City fire apparatus.
