BACKGROUND AND ANALYSIS

The Oceanside Police Management Association (OPMA) represents a total of 13 active employees in the classifications of Police Lieutenant and Captain.  In November 2024, the City’s negotiating team and representatives of the OPMA initiated the meet and confer process.  Over the next few weeks, the parties met in good faith and reached a tentative agreement on the terms and conditions of a new bargaining agreement on January 9, 2025.  The OPMA membership held a ratification vote and elected, by a simple majority, to approve the agreement.

The proposed Memorandum of Understanding (MOU) is retroactively effective January 1, 2025 through December 31, 2026, and includes compensation and contract language modifications as directed by the City Council.

The key economic issues in the agreement include:

1)                     Salary:

Retroactively effective the first full pay period in January 2025, a 2.75% increase to each step of the salary schedules for all classifications represented by OPMA.

Effective the first full pay period in July 2025, a 2.75% increase to each step of the salary schedules for all classifications represented by OPMA.

Effective the first full pay period in July 2026, a 3.4% increase to each step of the salary schedules for all classifications represented by OPMA.

2)                     Health Insurance:  Effective 30-45 working days following the adoption of the new MOU by the Oceanside City Council, the City’s total contribution towards health insurance (i.e., applied towards medical, dental and vision only) shall be:

Cap (Based on Medical Selection)

Employee Only

Employee+ Family

Kaiser Plans

$875

 $1,500

 $1,925

Blue Shield Plans

 $1,000

Effective January 2026, the City’s total contribution towards health insurance (i.e., applied towards medical, dental and vision only) for all unit members shall be:
