TITLE: RECLASSIFY THE SUPERVISING ACCOUNTANT POSITION IN THE FINANCIAL SERVICES DEPARTMENT TO PROCUREMENT & ACCOUNTS PAYABLE SUPERVISOR
RECOMMENDATION
title
Staff recommends that the City Council approve the reclassification of the Supervising Accountant position in the Financial Services Department to a Procurement & Accounts Payable Supervisor position; and approve the new job description and associated pay range.
body
BACKGROUND AND ANALYSIS
The Financial Services Department currently has a Supervising Accountant position that provides oversight within the Accounting Division. As the has City continues to grow, both in population and operational complexity, the regulatory environment surrounding procurement and financial compliance has become increasingly demanding. New state and federal regulations have introduced additional oversight and documentation requirements that the incumbent in this position is required to have knowledge of and skill in, particularly for grant-funded purchases such as mandatory federal debarment checks and related-party verifications.
The City operates under a decentralized purchasing structure, in which procurement activities are conducted by individual departments rather than through a centralized purchasing division. In this environment, the need for a dedicated point person for departments to turn to within the Financial Services Department has become essential. This position will serve as the primary contact for departmental staff with procurement questions, provide technical guidance and policy interpretation, and review procurement documentation to ensure accuracy and compliance with applicable laws and regulations.
In addition to these expanded procurement responsibilities, the position will continue to provide supervisory oversight of accounts payable, ensuring timely and accurate disbursements in compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), City policies, and applicable regulations. The position will also focus on modernizing and streamlining processes within accounts payable and procurement, identifying opportunities to enhance efficiency, strengthen internal controls, and better leverage financial systems to support the City’s operations.
The current Supervising Accountant classification no longer reflects the breadth and complexity of these responsibilities. Effective December 21, 2025, the reclassified Procurement & Accounts Payable Supervisor position will incorporate a number of responsibilities that are not currently reflected in the Supervising Accountant classification. These include, but are not limited to:
• Conducting federal debarment checks for grant-related purchase orders
• Maintaining and administering key City procurement directives,
• Periodically reviewing vendor records for related parties,
• Assisting City staff in understanding and applying procurement policies and procedures, and;
• Maintaining all purchase order and travel forms.
Reclassifying the current position to Procurement & Accounts Payable Supervisor effective December 21, 2025 will allow the Financial Services Department the organizational structure, flexibility, and technical expertise necessary to support citywide procurement efforts, meet increasingly stringent regulatory requirements, and modernize financial processes.
The proposed pay scale effective December 21, 2025 is as follows:

FISCAL IMPACT
The Supervising Accountant position is budgeted at G step in FY 2025-26 at $184,074; however, the department plans to hire at B step, which under the current Supervising Accountant classification would be approximately $154,180. With the reclassification to Procurement & Accounts Payable Supervisor, the estimated fully loaded Step B cost is 166,082, resulting in an approximate annual increase of $11,900. This reclassification can be accommodated within the existing budget for the current fiscal year, and any difference in cost will be absorbed through existing salary savings within the Financial Services Department. Future cost increases will be incorporated into the regular budget process.
