Staff recommends that the City Council adopt a resolution approving the acceptance and appropriation of General Fund Specified Grant funds from the California Natural Resources Agency (CNRA) for the Oceanside Museum of Art Expansion Project and authorizing the Financial Services Director to execute and submit all documents necessary to complete the Project Information Package and enter into a Grant Agreement with the State of California.

BACKGROUND AND ANALYSIS

The State of California Legislature and Governor approved General Fund appropriations for local assistance projects administered by the California Natural Resources Agency (CNRA).  Through the support of State Senator Catherine Blakespear, the City of Oceanside has been awarded $3.59 million in “General Fund Specified Grant” funding to support the Oceanside Museum of Art (OMA) Expansion Project.

The OMA Expansion Project consists of the adaptive reuse and renovation of the former Fire Station No. 1 facility in downtown Oceanside to expand the existing museum campus. The project will provide additional gallery space, educational and community programming areas, and enhanced public amenities.

CNRA requires grantees to submit a complete Project Information Package and adopt a governing body resolution approving acceptance of the grant funds and certifying compliance with grant assurances prior to development and execution of a Grant Agreement. The attached resolution follows the CNRA-required format and includes all required certifications related to project funding, compliance with applicable laws, and long-term operation and maintenance obligations.

Upon City Council approval of the resolution, staff will submit the Project Information Package to CNRA for review. Following CNRA approval, the City will enter into a Grant Agreement with the State of California and proceed with project implementation in accordance with grant requirements.

FISCAL IMPACT

The California Natural Resources Agency General Fund Specified Grant award is in the amount of $3,590,000 and does not require a local matching contribution. The grant funds will be deposited and appropriated to accounts listed in the table below. The Oceanside Museum of Art will submit reimbursement requests to the City of Oceanside of incurred eligible expenses.

Staff also requests the ability to advance funds to the Oceanside Museum of Art. Any advanced funds will be reconciled by staff against eligible project expenditures and supporting documentation in accordance with California Natural Resources Agency requirements. The City of Oceanside will be reimbursed by the California Natural Resources Agency requirements for all advanced funds.
