RECOMMENDATION

title

Staff recommends that the City Council approve Amendment 3 to the Professional Services Agreement with GHD, in the amount of $49,640, for a total revised contract price of $319,590, for Sand Compatibility and Opportunistic Use Program (SCOUP) and sand placement services; and authorize the City Manager to execute the amendment upon receipt of all supporting documents.

BACKGROUND AND ANALYSIS

In 2022, the City renewed a set of Sand Compatibility and Opportunistic Use Program (SCOUP) permits. SCOUP includes a suite of permits that allow the City to place approved and permitted opportunistic sand, when suitable sand becomes available. Several regulatory and resource agencies are involved in SCOUP assessments and sand placement efforts, and include, but are not limited to the California Coastal Commission (CCC), the San Diego Regional Water Quality Control Board and the U.S. Army Corps of Engineers. GHD assisted the City in previous efforts to renew SCOUP; this contract amends the original SCOUP contract, allowing GHD to assist the City with SCOUP and sand placement project implementation.

This contract amendment, detailed in Attachment A, supports the City’s Coastal Zone Management team on 1) up to three separate and potential SCOUP projects that are being led by private developers moving through the City’s entitlement process, and 2) a City-led project that proposes the placement of stockpiled sand on an eroded beach.

Over the next two years, up to three SCOUP projects may result from development projects within the coastal zone. In order to initiate these projects, it is necessary to co-complete a Sampling and Analysis Plan (SAP) with the private developers to determine the sediment’s suitability and get agency approval for placement along the beach. This amendment, therefore, will assist the City in supporting developers that are moving through the SCOUP process and enable placement of suitable, exported sand on eroded beaches.

Additionally, this contract amendment will assist the City with the CCC permitting and logistics for placing previously stockpiled suitable beach sand onto the back beaches of either Tyson Street or Buccaneer Beach. Suitable beach sand material, originating from the San Elijo Lagoon, is currently segregated and stockpiled at the El Corazon facility, and consists of what is believed to be contaminant-free, sandy material suitable for beach placement. This contract amendment will verify the suitability of the material and secure permits to place the material if deemed acceptable.

FISCAL IMPACT

Amendment 3 is expected to entail completing these two outlined tasks, the details of which are provided in Attachment A, for a fee of $49,640. Funding for Amendment 3 is covered by the American Rescue Plan Act (ARPA) Sand Replenishment Account. The Sand Replenishment Account (837134221271) currently has an available balance of $613,346, therefore sufficient funds are available to fund the contract amendment.
