TITLE: AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT WITH GEOPACIFICA, INC., FOR AS-NEEDED CAPITAL IMPROVEMENT PROGRAM MANAGEMENT SERVICES
RECOMMENDATION
title
Staff recommends that the City Council approve Amendment 3 to the Professional Services Agreement (PSA) with GeoPacifica, Inc., in the amount $150,000 for a not-to-exceed total maximum PSA amount of $950,000, for as-needed construction management services to augment Capital Improvement Program (CIP) staff through June 2025; and authorize the City Manager to execute the amendment.
body
BACKGROUND AND ANALYSIS
On June 24, 2020, the City Council approved several PSAs for as-needed design project management and construction management services to help meet staffing demands for executing ongoing CIP projects. Consultant services for each project vary but have included all duties typically expected of a California licensed Civil Engineer. The original PSA ending on June 17, 2023 provides for two single year extensions pending consultant performance during the initial three-year period.
On June 8, 2022, the City Council approved Amendment 1 to the PSA with GeoPacifica, Inc. in the amount of $200,000, for a total not-to-exceed three-year PSA maximum amount of $650,000.
On June 21, 2023, the City Council approved Amendment 2 to the PSA with GeoPacifica, Inc. in the amount of $150,000 and allowed for a one-year extension, for a total not-to-exceed amount of $800,000, and an amended contract end date of June 17, 2024.
Since the original PSAs were awarded, on-going project demands; additional revenue from funding sources such as Senate Bill 1 (SB1), TransNet; and projects proposed in the FY24/25 CIP budget have increased. As such, the need for staff augmentation remains. Staff, therefore, requests City Council approval of the amendment to the existing PSA with GeoPacifica, Inc. for as-needed services.
Due to the substantial number of existing and proposed CIP projects and limited staff resources, staff is recommending City Council approval to increase the dollar amount of the existing PSA with GeoPacifica, Inc. to provide a second contract extension for continued on-call, as-needed construction management services beyond the original completion date.
Staff is recommending the City Council Approve Amendment 3 to the PSA, in the amount of $150,000, and allow for a second one-year extension, for a total not to exceed contract amount of $950,000.
FISCAL IMPACT
This is an on-call, as-needed contract using various CIP projects. Purchase orders will be requested based on availability of CIP project account funding and will be verified as services are needed.
