TITLE: Thirty-Two Professional Services Agreements for As-Needed Development Services Engineering Capital Improvement Program and Land Development Services

Staff recommends that the City Council approve 32 three-year Professional Services Agreements (PSAs) with consulting firms, each in amounts not-to-exceed $200,000 per fiscal year for a total of $600,000 over the three-year period, for as-needed Capital Improvement Program (CIP) and Land Development services; and authorize the City Manager to execute the agreements upon receipt of all necessary documents, including any edits required by the City Attorney that do not result in any addition to the compensation paid to the Consultants.

BACKGROUND AND ANALYSIS
The Development Services Department’s Engineering Division is responsible for managing an estimated $265 million CIP budget over the next five fiscal years, in addition to providing engineering review for private developments projects.
On March 22, 2023, and on June 21, 2023, the City Council approved a total of 34 three-year PSAs with consulting firms to provide as-needed services. These agreements enabled the Engineering CIP and Land Development groups to quickly and efficiently adjust staffing levels and obtain specialized technical support as needed, helping to accelerate CIP project delivery and facilitate timely development reviews. The existing PSAs include fifteen service categories (Category A through O), and are set to expire in June 2026.
It is important to note that these contracts are used strictly on an as-needed basis. Some firms may receive little or no work during the contract period; however, maintaining a broad pool of qualified consultants ensures the City has access to additional staffing support, including specialized expertise across a wide range of technical areas when needed.
To maintain efficient and accurate technical review of CIP and land development projects and to support timely project completion, staff recommends continuing the current approach of supplementing City staff with on-call consultants. This would be accomplished by awarding a new set of three-year PSAs covering Categories A through O tailored to the department’s observed staffing needs.

In accordance with City Procurement Policy AD-21, staff issued a Request for Proposals (RFP) on February 19, 2026, inviting consultants to submit Statements of Qualifications demonstrating expertise in one or more of the fifteen categories listed above.

Under each PSA, consultants will provide cost proposals for specific tasks requested by staff, based on defined scopes and durations and utilizing the hourly rates established in the agreement. Task-level expenditures will be limited by available funding within each PSA and associated project accounts.
Individual purchase orders, or the cumulative value of tasks assigned to a consultant within a specific category, shall not exceed $200,000 per fiscal year and will be authorized by the City Engineer.
Each agreement may be extended for up to two additional one-year terms, contingent upon satisfactory consultant performance, with annual expenditures not to exceed $200,000. The City retains the right to terminate any agreement at its discretion.
FISCAL IMPACT
Purchase orders for as-needed tasks or cumulative tasks of a PSA for a service category are not-to-exceed $200,000 per year. At this time, no as-needed work has been identified or authorized, and therefore no account numbers can be provided until a qualifying scope of work becomes available under the as-needed task provisions.
Once the scope and duration of an as-needed task are defined, consultants provide City staff with cost proposals in accordance with the hourly rates established in the PSA. Purchase orders are subsequently issued based on the available account balances within the applicable project accounts. For task orders associated with private land development projects, the cost of the consulting services is fully reimbursed by the developer.
