BACKGROUND AND ANALYSIS

 

The City of Oceanside (“City”) is the owner of a 1-foot-wide strip of land consisting of 66 square feet located at the western terminus of Olive Drive (“Parcel”), which was granted to the City on July 29, 1976, by College Park Estate Unit #8, a limited partnership. The Parcel is further defined in the attached legal description (“Exhibit A”) and the road dedication plat map (“Exhibit B”). The granting of this Parcel to the City was required as a condition of approval of the College Park Estate Unit #8 subdivision project, to serve as a reserve strip as described in Section 904 of the City’s Subdivision Ordinance.

On May 7, 2025, the City Council approved a 199-unit affordable apartment development located on a 43.53-acre site situated at the western terminus of Olive Drive (APN 162-111-04), referred to as the Olive Park Apartments Project (“Project Site”), which is immediately adjacent to the City Parcel. The City’s dedication of this Parcel for public street right-of-way and appurtenant uses would remove the existing access barrier and allow for the extension of Olive Drive into the Project Site.
