BACKGROUND AND ANALYSIS
The City has adopted goals to reduce its dependence on imported water by pursuing innovative projects that increase local water supply. One such effort is the Pure Water Oceanside (PWO) program, which includes the design and construction of the Advanced Water Purification Facility (AWPF) as well as monitoring injection wells and pure water pipelines. The planned PWO Phase III Feasibility Study is a critical step in this ongoing initiative.
The planned PWO Phase III Feasibility Study would determine the most viable options for increasing water reuse and will incorporate the necessary components for a Title XVI Feasibility Study, which is required to apply for federal grants from the U.S. Bureau of Reclamation (BOR).
BOR Water Recycling and Desalination Planning Grant projects develop and supplement urban and irrigation water supplies, thereby improving efficiency, providing flexibility during water shortages, and diversifying the water supply. To apply for funding, a Title XVI Feasibility Study must also be completed, accepted by BOR, and transmitted to Congress. The planned Title XVI Feasibility Study is expected to deliver a comprehensive evaluation of several alternatives for enhancing the City’s water reuse capabilities. The study will assess water demand and reuse production capacities, prioritize alternatives, develop budgetary costs, and provide recommendations.
The initial phases of the PWO Program has been awarded 25% of project costs in grant funds from this funding source to date. The total approved funding amount is $17,574,533.
On September 27, 2023, the BOR notified the City that its PWO Phase III Feasibility Study grant application, submitted under the 2023 Water Recycling and Desalination Planning Funding Opportunity (R23AS00076), was among those that received the highest ratings and is being considered for a Federal award of $201,000. The funding would cover nearly 50 percent of the Feasibility Study’s cost.
On June 26, 2024, the City released a Request for Proposal (RFP) on the City’s Bidnet Direct website for Pure Water Oceanside Phase III Title XVI Feasibility Study. One qualified consultant submitted its proposal on July 29, 2024. Staff reviewed the proposal and confirmed that Trussell Technologies, Inc. has the necessary qualifications, experience, and meet all criteria outlined in the RFP.
FISCAL IMPACT
The total cost for the PSA with Trussell Technologies, Inc. is in the not-to-exceed amount of $402,861. The project will commence and be completed in fiscal year 2025, and will be charged to 908175822715.5326.10400 which has a current available balance of $450,000. Therefore, sufficient funds are available.
