BACKGROUND AND ANALYSIS

 

The California Vehicle Code (CVC) Section 22507 authorizes cities to establish certain streets as preferential permit parking. The program is intended for residential areas that are severely impacted by on-street parking in their neighborhoods from adjacent land uses. The program does not reserve specific on-street parking for individuals.

 

Residents in the Preferential Parking Permit Area may obtain permits upon payment of an annual fee of $15 for each vehicle. Temporary guest permits (up to 20) may be issued to a household (valid for a maximum of five days). Proof of residency shall be demonstrated by voter registration, motor vehicle registration, lease or rental agreement, or utility bill. Permits are valid from January 1 through December 31 of each year. More details of the program can be found in the Oceanside Traffic Code, Section 10.30.

 

Residents within the Topeka Street neighborhood contacted the City with their concerns pertaining to an increase in parking within the neighborhood by patrons of bars and restaurants located along Coast Highway.

 

With the increase of on-street parking, the residents expressed other concerns such as increased littering, increased noise, blocking of trash cans, and blocking of mailboxes.

The streets in the Topeka Street Neighborhood are classified as local streets within a residential neighborhood. The neighborhood is comprised of single resident homes and apartment/condos buildings. Coast Highway, to the west of the subject neighborhood, is comprised of retail businesses, restaurants, and drinking establishments.

 

Pursuant to Oceanside Traffic Code, Section 10.30A, petition package was provided to the concerned residents for gathering the required number of signatures in support of the Preferential Permit Parking Program. The minimum threshold required is 67 percent of all households within the permit area (Exhibit A). Residents returned the petition package to the City with the 67 percent of signatures collected in support of the proposed permit parking, thereby meeting the minimum requirement.

 

The proposed hours of restriction (when a permit is required to park on the street) are from 5:00 p.m. to 5:00 a.m., seven (7) days a week.

 

Staff mailed notices to the residents of the area within the proposed permit parking area informing them of the City Council meeting where the permit-parking proposal will be presented. 

 

FISCAL IMPACT

 

The annual permit fees for the parking program are anticipated to support the cost of the Preferential Permit Parking Program. The cost of the signs and installation is estimated at $5,000 and will be charged to the Street Traffic Control System account 640621101.5355, which has an available balance of $208,430; therefore, sufficient funds are available.
