TITLE: AMENDMENT 1 TO THE PROFESSIONAL SERVICES AGREEMENT FOR COAST HIGHWAY CORRIDOR PROJECT DESIGN SERVICES

Staff recommends that the City Council approve Amendment 1 to the Professional Services Agreement (PSA) with Kimley-Horn and Associates, Inc. (“Kimley-Horn”), in the amount of $165,330, for a total not to exceed amount of $2,230,530, for design services associated with the proposed Coast Highway Improvement Project; and authorize the City Manager to execute the amendment upon receipt of all necessary documents.

BACKGROUND AND ANALYSIS
On April 2009, the City Council adopted the Coast Highway Vision and Strategic Plan (CHVSP), outlining a set of Livable Communities and Smart Growth principles and recommendations including transforming the North Coast Highway Corridor into a pedestrian friendly and transit-oriented area. To accomplish the vision, in 2013 City Council commissioned an Environmental Impact Report (EIR) to analyze the potential environmental impacts of the reimagined corridor.
In 2019, the City Council approved the EIR and selected Design Alternative 3 from the series of potential designs studied. Alternative 3 includes the implementation of a “road diet” (i.e., lane reduction or channelization) along Coast Highway, enhancing mobility for all modes of transportation and incorporating various safety improvements. The design improves the 3.5-mile corridor from Neptune Way to Oceanside Boulevard including a reduction from two lanes to one lane in each direction, separated by raised median, and new street configuration, new bicycle lanes, buffers, mid-block cross-walks and a series of traffic roundabouts.
On January 25, 2023, the City Council awarded a PSA to Kimley-Horn for design services to provide the City with construction ready documents for the full length of the corridor (Neptune Way to Oceanside Boulevard). The original PSA scope included plans, reports, environmental services, coordination with the Coastal Commission and utility companies, and public outreach efforts.
Throughout the design development process, Kimley-Horn has collaborated closely with City staff to ensure the design provided meets the project goals, addresses the needs of the community, and receives input from relevant stakeholders. Through this process, staff identified additional design elements and coordination efforts required to provide a cohesive design for the corridor showcasing a defined vision that accurately represents key elements of Oceanside’s character.
Incorporating additional elements into the design requires added funds for 100% construction plans. The proposed PSA amendment for additional services addresses new design elements such as an increased number of ADA compliant curb ramps, traffic signal modifications, on-site private parking layout and striping, pavement rehabilitation, turning movements for passengers and busses, street light selection, pavement decorative features, additional drainage design, and additional exhibits prepared for key stakeholders and affected property owners, as listed on Attachment 2. These design elements also require additional field checks and site visits for condition verification.
Completion of 100% plans with the additional design elements is a major milestone towards creating a shovel ready project. In addition, the complete set of plans will enable City staff to seek out grant opportunities for construction funding to ensure the full length of the improvements are constructed actualizing the objectives set forth in the CHVSP.
FISCAL IMPACT
The total amount of Amendment 1 with Kimley-Horn is $165,330, bringing the total Kimley-Horn award to $2,230,530. Staff is requesting to charge the total of Amendment 1 to the Coast Highway Corridor Design account 902162122562.5305.10400, which has an available balance of $1,028,709, therefore, sufficient funds are available.
