BACKGROUND AND ANALYSIS
The Lifeline Youth Development Program at the Crown Heights Community Resource Center, also known as “La Escuelita” or “Club Crown Heights”, is an afterschool program for youth, ages 12-17, living in the economically disadvantaged neighborhood of Crown Heights and the surrounding neighborhoods. The program provides early intervention services for youth who are at high-risk for gang behavior, affiliation, and/or involvement due to familial ties to gangs as well as community-based risk factors such as poverty, high crime rates, and poor educational attainment. Youth in Oceanside’s Crown Heights neighborhood and surrounding communities often overcome significant odds to achieve success. Parents in these low-income communities often work multiple jobs or are single parents. Most Crown Heights families have few options for afterschool care and limited adult supervision in the after-school hours make youth especially vulnerable to drugs and gangs.
La Escuelita currently serves 60 youth in the Crown Heights area. The program’s focus is the Triple E Model, emphasizing employment, education and (civic) engagement for Crown Heights youth. Facilitators teach a life skills and employment curriculum to prepare youth to enter the workforce. Academic assistance is provided daily with homework time built-in to the afternoon schedule. Community service projects are offered to encourage youth to feel part of the larger community and to engage with Oceanside residents from every neighborhood. In addition to providing a safe place for youth to go after school, La Escuelita offers free daily academic tutoring, financial literacy, and high-level case management to youth participants. Assistance is provided by highly trained, trusted adult facilitators who are invested in the youth, their families and the Crown Heights community.
The PSA will sustain positive youth development and gang/drug/violence prevention for 60+ Oceanside youth living in the high-risk neighborhood of Crown Heights and surrounding communities. The agreement with Lifeline Community Services (North County Lifeline) is to operate the Youth Development Program at the Crown Heights Community Resource Center from July 1, 2024 through June 30, 2025. The scope of work, budget details and reporting documents are incorporated in the PSA (Attachments A and B).
FISCAL IMPACT
The total cost of the agreement is $66,509 and will be charged to the Non-Departmental account 170174101.5395.0015 (No Cal Lifeline Crwn Hghts) which has a current available balance of $68,837; therefore, sufficient funds are available. The funding source for this agreement is the General Fund. Lifeline Community Services (North County Lifeline) will submit monthly invoices and quarterly progress reports to the Neighborhood Services Department and will submit quarterly Non-profit Organization Financial reports to the Finance Department.
