BACKGROUND AND ANALYSIS

In 1994, approximately 465 acres of a former sand mine property were donated to the City. In 2003, the City began a planning process that culminated in the adoption of the El Corazon Specific Plan ("Specific Plan"), which divided the site into six districts, including a Habitat District featuring a multi-phase trail system.

Phase I of the Habitat District Trails was completed in 2016 and includes one mile of public nature trails along Garrison Creek.

On January 6, 2021, the City awarded a PSA to The Lightfoot Planning Group for design and environmental review of the proposed Phase II portion of the trail system. This included obtaining all environmental and discretionary approvals and preparing construction drawings. The proposed Phase II trail system would develop approximately 1.72 miles of multi-use trails, and include:

* A 12-foot-wide paved surface for pedestrians, cyclists, and other non-motorized uses; and,
* A 4-foot-wide unpaved surface intended primarily for runners.

On December 15, 2022, and July 4, 2024, the City administratively executed Amendments No. 1 and No. 2, respectively, to the PSA to extend its expiration date.

Following the completion of the proposed Phase II design, staff solicited construction bids; however, after further analysis of the site's geological conditions, the trail alignment was subsequently modified in coordination with public input due to geotechnical considerations.

Amendment 3 would enable The Lightfoot Planning Group to provide the City with construction support and execute a design change to implement the revised Phase II Trail alignment.

Upon City Council approval of the proposed amendment, staff anticipates beginning construction during the current non-nesting season for birds (September 15 through February 15).

ENVIRONMENTAL REVIEW

Not applicable.

FISCAL IMPACT

The current scope of the contract was completed with approximately $44,002 remaining in the contract. The remaining scope of work is estimated to cost $63,960. Therefore, staff is requesting an increase in the not to exceed contract of $19,958 through Amendment 3.

Amendment 3 to the PSA, in the amount of $19,958, includes additional services to support construction and a design change to implement the revised trail alignment. The cost of Amendment 3 will be charged to the El Corazon Trails Phase II account 912168420501.5703.10100, which currently has an available balance of $557,358 Therefore, sufficient funding is available.
