BACKGROUND AND ANALYSIS

The Pier View Way Bridge ("Pier Bridge") is a 96-year-old concrete structure originally constructed in 1927 to provide primary access to the Oceanside Municipal Pier. Located between the Junior Seau Beach Community Center and the Junior Seau Pier Amphitheater/Bandshell, the bridge connects Pacific Street to the pier along Pier View Way.

Originally designed with a public dining room at its western end, the structure was repurposed in 1987 to house the City's Lifeguard Headquarters. However, over time, both the Pier Bridge and the Lifeguard Headquarters have significantly deteriorated despite ongoing maintenance. A 2007 Waterfront Facility Inspection Report-updated in 2018-determined the Pier Bridge to be in poor physical condition and in need of major long-term structural upgrades. Additionally, the current Lifeguard Headquarters no longer meets the operational needs of the City's Lifeguard Service, requiring expansion to accommodate future service demands.

To address these issues, the City Council approved a PSA with Moffatt & Nichol, Inc. on March 10, 2021, to initiate Phase 1 - Schematic Design for proposed rehabilitation or replacement options for the Pier Bridge and Lifeguard Headquarters.

On December 21, 2022, the City Council approved Amendment 1 to the PSA to provide additional project management, agency coordination, and team meetings in support of Phase 1.

Subsequently, on August 10, 2023, the City Council approved Amendment 2 to the PSA to advance the proposed project into Phase 2 - Preliminary Design and Environmental Documentation.

Staff requests City Council consideration of Amendment 3 to the PSA, which would expand the scope of Phase 2 to include enhanced project management and coordination, additional field investigations and technical studies, increased design development efforts, support efforts in approval of the Coastal Development Permit, and increased preparation and support for the Programmatic Environmental Impact Report (PEIR), currently underway.

The proposed project is proceeding in parallel with the Beachfront Improvement Phase II project, which includes planned improvements to the Junior Seau Beach Community Center and the Junior Seau Pier Amphitheater/Bandshell. Consolidation of these projects into one PEIR would facilitate streamlined environmental review, development plan approvals, and Coastal Development Permit processing. Amendment 3 directly supports this integrated approach and helps ensure continued progress across both projects (i.e., Pier Bridge and Bandshell/Amphitheater).

The City has received the preliminary design for the proposed Pier Bridge and Lifeguard Headquarters project and the Beachfront Phase II Improvements project. Staff anticipates releasing the PEIR for public review in Fall 2025, with adoption of the PEIR targeted for early 2026. Upon adoption of the PEIR, staff will apply for the Coastal Development Permit. Once staff receives approval of the Coastal Development Permit, staff anticipates requesting City Council approval to proceed with Phase 3 - Final Engineering.

FISCAL IMPACT

Amendment 3 to the PSA, in the amount of $561,795, includes additional services to support Phase 2 - Preliminary Design and Environmental Documentation efforts and expands the scope to assist with obtaining the Coastal Development Permit. The cost of Amendment 3 will be charged to the Pier Rehab - Concrete - Design project account 912158919517.5305.10210, which currently has an available balance of $9,397,744. Therefore, sufficient funding is available.
