BACKGROUND AND ANALYSIS

 

On February 23, 2022, the City Council approved a PSA with Schmidt Design Group, in the amount of $476,360, for the design of the proposed Supul Park Project.

 

On January 25, 2023, the City Council approved Amendment 1 to the PSA, in the amount of $25,750, to provide additional public outreach and bilingual translation services.

 

On June 26, 2024, the City Council approved Amendment 2 to the PSA, in the amount of $81,730, to include preparation of a mass grading plan, complete the design of wet and dry utilities, and provide survey services.

 

On September 11, 2024, the City Council approved Amendment 3 to the PSA, in the amount of $38,650, to prepare construction documents for sports field lighting on the multi-purpose fields and hard courts, as well as security cameras near the restroom facilities.

 

On April 23, 2025, the City Council approved Amendment 4 to the PSA, in the amount of $113,000, to provide for necessary work for design revisions and optional services such as signage design and value engineering services. At the same meeting, the City Council also approved a purchase order with American Ramp Company in the amount of $1,000,000 for the design-build of the pump track.

 

On November 19, 2025, the City Council approved Amendment 5 to the PSA, in the amount of $7,710, to prepare construction documents for lighting at the pump track.

 

Amendment 6 allocates the existing funding for as-needed services to support recycled water permit processing so the site will be ready when recycled water becomes available at a future, but currently unknown, date.  Amendment 6 also provides additional funding to address site drainage and stormwater requirements identified during the City’s review process. This work included additional coordination and review of nearby projects and drainage information to support the proposed design approach and reduce the need for significant modifications to the current park design.

 

Staff anticipates bringing a Public Works Agreement to the City Council for construction of Supul Park in Fall 2026.

 

FISCAL IMPACT

 

Amendment 6 to the PSA is in the amount of $26,800. The total cost will be charged to El Corazon Park Site 1 account 906177722598.5305.10400. This account has an available balance of $1,639,593; therefore, sufficient funds are available.
