BACKGROUND AND ANALYSIS

 

Staff has received multiple requests from residents for the implementation of stop controls at various intersections to improve traffic safety. These locations include T-intersections and four-way intersections currently lacking stop controls, intersections with sight distance concerns, and inconsistencies in the arrangement of stop controls in the area.

The specific areas under consideration are: the Vista Oceana Neighborhood; a neighborhood north of North Santa Fe Avenue and Elsinore Street; on Sagewood Drive at Willowbrook Drive; at the intersection of Via Rancho Road and Sabadell Drive; Peacock Hills Neighborhood; and the Tri-City Neighborhood.

Staff recommends establishing stop controls at intersections within the following neighborhoods, only on the minor street::

1.1                     - Neighborhood north of North Santa Fe Avenue and Elsinore Drive

  (Exhibit A):

                     On Powell Road at Elsinore Street (four-legged intersection)

                     On Ozark Road at Elsinore Street

                     On Champlain Street at Powell Road

 

1.2 - Neighborhood east of Melrose Drive and Sagewood Drive (Exhibit B):

                     On Sagewood Drive at Willowbrook Drive

 

1.3 - Tri-City Neighborhood (Exhibit C and D):

                     On Celeste Drive at Mira Mesa Avenue

                     On Linda Drive at Celeste Drive

                     On Glenn Road at Celeste Drive

                     On Genine Drive at Linda Drive

                     On Cedar Road at Thomas Street

 

2.1 - Via Rancho Road at Sabadell Drive/Vista Alegria (Exhibit E)

A resident requested an all-way stop control for the intersection of Via Rancho Road and Sabadell Drive due to corner sight visibility concerns. Staff evaluated the corner sight distance and found there to be deficiencies. Via Rancho Road is a collector street that is posted at 35-mph, where side streets should have a corner sight distance of 385-feet looking to the left and 335-feet looking to the right. When turning off of Sabadell Drive, field measurements showed there to be 175-feet looking to the left and 350-feet to the right. Therefore, due to the limited corner sight distance to the left, and due to the close proximity to the intersection of Via Rancho Road and Vista Alegria, staff recommends the installation of an all-way stop control at the following location:

                     Via Rancho Road at Sabadell Drive/Vista Alegria (as one unit) 

 

3.1 - Oceana Neighborhood (Exhibit F)

Oceana Neighborhood is a senior community with approximately 930 residential homes that is located east of El Camino Real, south of State Route 76, and north of Mesa Drive. Within the approximate 1.2-mile stretch of Vista Campana (North and South), there are no stop controls, except for one at Vista Oceana (the entrance into the neighborhood). Staff recommends all-way stop control at the following locations:

                     Vista Campana (North) at V Street

                     Vista Campana (South) at F Street

 

4.1 - Tri-City Neighborhood (Exhibit G)

Tri-City Neighborhood is north of State Route 78, east of College Boulevard, south of Oceanside Boulevard, and west of Emerald Drive. In this neighborhood, motorists are stopped every 700 to 900 feet by a traffic control device while traveling eastbound and westbound between Thomas Street and Emerald Drive. Currently there are no stop controls along Lewis Street between Cedar Road and Emerald Drive for approximately 1,700 feet. Hence, staff recommends an all-way stop control at the following intersection to create some consistency within then neighborhood:

                     Lewis Street and Louise Street

 

4.2 - Peacock Hills Neighborhood (Exhibit H)

Peacock Hills Neighborhood is north of Oceanside Boulevard, east of College Boulevard, and west of Melrose Drive. Peacock Hills is a senior community where Havenwood Drive intersects with Sunrise Ridge (which connects to Peacock Boulevard) and with Beverly Glen Drive (which connects to Oceanside Boulevard). Havenwood Drive between Boulder Creek Road (North) and Quailridge Drive is approximately 3,000 feet with no stop controls. In this neighborhood, motorists are stopped every 700 to 1,500 feet by a traffic control device Hence, staff recommends an all-way stop control at the following intersections to create some consistency within the neighborhood:                     

                     Havenwood Drive at Sunrise Ridge

                     Havenwood Drive at Beverly Glen Drive

 

FISCAL IMPACT

 

The installation of the signs will cost approximately $6,900 and will be charged to open purchase orders for SC signs programmed under the Signs and Striping account 600645101.5355, which has an available balance of $20,819; therefore, sufficient funds are available.
