BACKGROUND AND ANALYSIS

 

On August 16, 2021, staff advertised a Request for Proposals (RFP) for Professional Services for the design of El Corazon Park Site 1.

 

On February 23, 2022, the City Council approved a PSA for the design of El Corazon Park Site 1 with Schmidt Design Group for $476,360.

 

On January 25, 2023, the City Council approved Amendment 1 to the PSA in the amount of $25,750 for additional public outreach and bilingual translation services.

 

On June 26, 2024, the City Council approved Amendment 2 to the PSA in the amount of $81,730 to provide for a mass grading plan, design of wet and dry utilities to El Corazon Park Site 1, and interim survey services.

 

On September 11, 2024, the City Council approved Amendment 3 to the PSA in the amount of $38,650 to provide for construction documents for sports field lighting and security cameras near the restrooms.

 

Amendment 4 to the PSA would provide additional 100 percent design services to accommodate changes resulting from public outreach, optional services for signage design, and optional as-needed services.

 

The additional design support at this juncture includes earthwork studies, geotechnical report revisions, and design revisions. These revisions encompass additional structures, such as a trash enclosure and a Parks and Recreation storage building, as well as modifications to the sport court layout, fencing, and access walkways.

 

Staff anticipates soon bringing the following items to the City Council to complete the design of El Corazon Park Site 1:

1.                     Purchase Order to American Ramp Company to provide design-build services for development of the pump track.

2.                     Purchase Order to Romtec to complete the final design and supply building material for the park structures.

 

In addition, staff anticipates bringing a Public Works Agreement to the City Council to construct the El Corazon Park Site 1 in late 2025/early 2026.

 

FISCAL IMPACT

 

Amendment 4 to the PSA is in the amount of $111,134. The total cost will be charged to the El Corazon Park Site 1 account 906177722598.5305.10400, which has a current available balance of $881,270; therefore, sufficient funds are available.
