BACKGROUND AND ANALYSIS

 

The City of Oceanside’s General Plan Circulation Element adopted in 2012 classifies College Boulevard as a four-lane Major Arterial from Waring Road to Old Grove Road. The adopted plan includes the 2030 Master Transportation Roadway Plan, in which an expansion to a six-lane Major Arterial is proposed for College Boulevard from Waring Road to Old Grove Road. Currently, the City is in the process of completing its General Plan Update, in which the proposed Circulation Element classifies College Boulevard as a six-lane Major Arterial from Olive Drive to Old Grove Road.

 

Today, the approximately 2.4-mile corridor is built with four-lanes from Waring Road to Old Grove Road. Consistent with the Final Environmental Impact Report (FEIR) dated March 2020, and adopted by the Oceanside City Council on May 6, 2020, the originally proposed College Boulevard Improvement (Widening) Project would:

 

                     Primarily maintain College Boulevard as a four (4)-lane Major Arterial from Waring Road to Olive Drive and minimal roadway improvements (additional improvements were subsequently authorized as described later in this report) 

                     Widen College Boulevard to a six (6)-lane Major Arterial from Olive Drive to Old Grove Road, with extensive roadway improvements (medians, parkways, sidewalks, and storm drain improvements)

 

On December 1, 2021, the City Council approved a PSA with CR Associates, in the amount of $2,335,965 for project design services for the widening of College Boulevard, and other road and traffic calming elements associated with the improvement project. The PSA with CRA included four general engineering services comprising of:

 

 

                     Task 1 - Concept Design

                     Task 2 - Design Development

                     Task 3 - Construction Documents

                     Task 4 - Project Management, Meetings and Coordination

 

On May 28, 2024, Amendment 1 to the PSA was administratively approved for a no cost time extension as activities associated with Task 1 and Task 2 exceeded the original project schedule, while the design scope and proposed improvements remained the same.

 

On June 26, 2024, the City Council approved Amendment 2 to the PSA, in the amount of $375,810 to expand the original scope and incorporate improvements from Waring Road to Olive Drive. Improvements in the expanded project limits include modifications to roadway medians, curb and gutter, parkway, sidewalks, storm drain improvements, street lighting, traffic signals, pedestrian improvements and enhanced landscaping, and a Class IV bikeways on both sides of the College Boulevard corridor. Class IV Bikeways are protected bike lanes that minimize interactions with other modes of travel by including a vertical physical barrier for separation.

 

The addition of the Class IV bikeway will require modifications to the roadway medians, curb and gutter, parkways, sidewalks, storm drain systems, street lighting, and traffic signals. 

 

Approved Amendment 2 only provided for Task 1 (Concept Design) and Task 2 (Design Development).  Included in these approved tasks were services for conceptual renderings and preliminary design plans to incorporate Warning Road to Olive Drive, into the originally proposed design, expanding improvements along the College Boulevard corridor from Waring Road to Old Grove Road. With the approved tasks now completed, a third amendment is for modifications to the roadway meridians, curb and gutter, parkways, sidewalks, and street lighting, Class IV Bikeway on both sides of College Boulevard, additional pedestrian improvements and enhanced landscaping. With the conceptual design activities completed, a third amendment is required to achieve a construction ready project.

 

The proposed scope for Amendment 3 includes Task 3 - Construction Documents, Task 4 - Project Management, Meetings, and Coordination, and adds Task 5 - Bid Support. Each proposed task includes a series of sub-tasks required for 100 percent plans. 

 

Task 3 - Construction Documents, includes the required plans, reports, cost estimates, and studies to depict the improvements proposed in the amended project limits. This task also included right-of-way acquisition plans and support. Two distinct set of plans will be prepared, assuming a two (2) phase construction approach. Construction phasing is proposed due to available project funding. As proposed, construction would begin on Waring Road to approximately Olive Drive, creating a transition point to connect phase one to the starting point of phase two of the project, which would address the remaining improvements from Olive Drive to Old Grove Road.

 

Task 4 - Project Management, Meetings, and Coordination, includes additional community workshops and outreach with both select groups of interested homeowners and the public, an addendum to the FEIR to incorporate the amended project limits, rail and utility meetings, and preparation of one (1) grant funding application for construction.

 

Task 5 - Bid Support, includes bid support during both proposed construction phases including, pre-bid meeting participation, and requests for information. Based on the proposed project schedule, it is anticipated that construction would begin early 2027.

 

Approval of the tasks proposed in Amendment 3 will facilitate 100 percent “shovel ready” plans, thereby positioning the project for potential grant funding opportunities at both the state and federal level and ultimately enabling the City to actualize construction of the improved corridor.

 

FISCAL IMPACT

 

The total amount for Amendment 3 with CRA is $1,561,720, for a total revised contract amount not to exceed $4,273,495. Staff is requesting to charge the total of the amendment to the Major Thoroughfare Program (Fund 561) College Boulevard account 901158019561, which has a total balance of $2,505,979. Therefore, sufficient funds are available.
