BACKGROUND AND ANALYSIS

The San Diego Office of Homeland Security (SD OHS) approved and awarded $86,575 of UASI grant funds to the City of Oceanside on April 30, 2025. This reimbursement grant award is for FY2024 UASI training participation. The UASI program assists high-threat, high-density Urban Area efforts to build, sustain, and deliver the capabilities necessary to prevent, prepare for, protect against, and respond to acts of terrorism.

This grant is subject to all provisions of the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Chapter 2 Code of Federal Regulations Section 200), and requires that the sub-recipient, City of Oceanside, comply with regulations contained in these provisions.

The performance period for this award began retroactively on September 1, 2024, and ends on December 15, 2026.

The FY2024 UASI grant award includes $86,575 to be used solely for costs associated with attendance of San Diego UASI approved Fire Safety and Law Enforcement training courses and conferences. The Fire Department receives $65,500 (76%) and the Police Department receives $21,075 (24%) of the available funds.

The Fire Safety training includes the California Fire Emergency Disaster Conference, Fresno Training Symposium, Rope Rescue Technician, Structure Collapse, and Swiftwater Rescue Technician. The Law Enforcement training includes attendance at National Safety Conference and California Association of Tactical Officers.

FISCAL IMPACT

The grant award has no matching funds requirement; it is a 100 percent reimbursement grant.
