Staff and the Parks and Recreation Commission recommend the City Council approve naming Park Site 1 at El Corazon (as Kiyam or Supul Park) and the skate spot at John Landes Community Park (as Shane Hidalgo Skate Park) based on the applications submitted in accordance with Council Policy 100-55.

BACKGROUND AND ANALYSIS
On May 21, 2003, the City Council adopted City Council Policy 100-55: “Policies and Procedures for Naming and Dedicating City Facilities.” City Council Policy 100-55 provides a timeline, procedures, and priority categories for the naming of facilities. The timeline states that in April of each year, the City Council must first designate facilities for which they will consider applications for renaming. On April 9, 2025, City Council identified Park Site 1 at El Corazon and the skate spot at John Landes Community Park as eligible for renaming.
The Parks and Recreation Director made group and individual applications available to the public with a deadline to submit nominations by June 1, 2025.
Council Policy 100-55 stipulates: “whenever possible, all City facilities will be named for their geographic location. Creating a name based on the facility’s geographic location should be considered first. The geographic location may be based on the identification of the facility with a specific place, neighborhood, major street, regional area of the City or the City’s name if the facility serves the entire community.” Other facility naming considerations include a prominent form of topography, cultural or historical precedent or, under extraordinary circumstances, the name of a person or group.
The Department received one nomination for the skate spot at John Landes Community Park and three (3) nominations for Park Site 1 at El Corazon. The Department reviewed all the nominations, and they are consistent with the requirements set forth in Council Policy 100-55. Staff presented the applications and justifications to the Parks and Recreation Commission at a public hearing held on September 30, 2025.
Skate Spot at John Landes Park
The nomination received to name the skate spot at John Landes Community Park is Shane Hidalgo Skate Park. The skate spot may be named after Shane Hidalgo under Individual Criteria C of the Council Policy because the naming would be in memoriam for his outstanding service or contribution to Oceanside and he has been deceased for at least two (2) years. Shane Hidalgo was born in Oceanside and was a professional skater. Shane worked for the Parks and Recreation Department at Joe Balderrama Park, where he served as a mentor to kids in the Eastside neighborhood. He skated for non-profit organizations such as Urban Skate 4 Kids and Bridge to Skate. Shane represented several skate shops and businesses, including Gravity Skate Boards, which designed the Shane Hidalgo Skate Board. Shane passed away on May 20, 2012, while on his way to participate at a skate benefit in support of an orphanage in Mexico. The Parks and Recreation Commission recommends that City Council approve this nomination.

Park Site 1 at El Corazon
The nominations received to name Park Site 1 at El Corazon were: Point Park, Kiyam Park, and Supul Park.
Point Park qualifies under Naming Guidelines Preference B of the Council Policy, which identifies other considerations, such as prominent form of topography. This nomination suggested that the sport of surfing should serve as the inspiration for naming all nine parks at El Corazon, and Point Park was nominated for Park Site 1 due to its direct alignment and natural park name. The nomination explained that theme is born from the energetic and iconic sport of surfing and ideally complements the vibrant, recreational spirit of El Corazon because the complex is a hub for community sports and diverse activities. The Parks and Recreation Commission ultimately did not recommend this nomination for approval by the City Council.
Kiyam means “family” in the Payomkawichum/Luiseño language. Kiyam Park qualifies under Naming Guidelines Preference B, which identifies other considerations, such as cultural or historical precedent. The El Corazon site is on the traditional territory of the Luiseño people that gives this nomination a cultural and historical connection to Park Site 1. The Parks and Recreation Commission recommended that City Council consider approval this nomination.
Supul means “one” in the Payomkawichum/Luiseño language. Supul Park also qualifies under Naming Guidelines Preference B, which identifies other considerations, such as cultural or historical precedent. This nomination indicated that the park should be named Supul because El Corazon Park is located on land that was occupied by the Luiseño tribe. The landmarks and street names at El Corazon are named in Spanish and English, and the nomination suggested that the parks should be named in the Payomkawichum/Luiseño language to honor the history of the land where El Corazon is located. The Parks and Recreation Commission recommended that City Council consider approval of this nomination as well.
A memorandum by Parks and Recreation Commission Chair Lisa Russell on behalf of the Commission is attached and explains the reasons for their recommendations.
FISCAL IMPACT
Park monuments and signage at Parks Site 1 are factored in the construction costs of the park at El Corazon and there will be no additional costs associated with naming the park. There will be an undetermined cost to install a plaque at the skate spot at John Landes Community Park.
COMMISSION OR COMMITTEE REPORT
During a Public Hearing on September 30, 2025, the Parks and Recreation Commission voted 8 - 0 to recommend that the City Council name the skate spot at John Landes Community Park: Shane Hidalgo Skate Park. The Parks and Recreation Commission considered three nominations and voted 8 - 0 to recommend that the City Council name Park Site 1 at El Corazon either Kiyam Park or Supul Park.
