BACKGROUND AND ANALYSIS

Passed by Oceanside voters in 2018, Measure X established a ½ cent sales tax to fund public safety programs, infrastructure improvements, road repairs, and aid for homelessness. On September 28, 2022, the City Council approved Measure X funding for Youth Services and Programming to support public safety for youth and families. Through the City’s outreach efforts to the community and stakeholders, the expansion of current youth services, increased access to existing and new programs, and the inclusion of non-traditional and culturally targeted youth programming were identified as needs and gaps in services available for youth. As programs are expanded and barriers to access are minimized, youth are able to participate in these new and existing programs.  The programs provide an opportunity for youth to develop the life skills of decision-making; therefore, reducing their risk of victimization, involvement in violence and law enforcement contact.

The Housing and Neighborhood Services Department has been tasked with the promotion and support of gang prevention/youth intervention programs under Measure X-Youth Services by identifying gaps in youth services while enhancing program delivery to at-risk youth living in Oceanside’s Opportunity Neighborhoods.

In FY 2023-24, Measure X-Youth Services funding supported 16 youth-focused programs and/or projects that supported and served more than 2,500 young people.  Last year, the primary goal was to identify service gaps and create a consistent service model serving and supporting Oceanside youth. By forging strong partnerships with local youth-serving organizations and key community stakeholders, staff have been able to compile a network of programs currently available in key areas of Oceanside, as well as identify the gaps in programming needed to address the needs of at-risk youth. Following last year’s funding program, community feedback was solicited in order to broaden the services offered and partner with additional organizations, ensuring that funding was distributed across a variety of programs and services.

In FY 2023-24, Measure X youth sponsored programs accomplished the following:

•                     342 youth participated in 57 Service-Learning Projects including: food distribution; community clean-ups; planting trees; and making blankets for victims of domestic violence;

•                     161 youth participants graduated from high school; 109 of these youth are now enrolled in college

•                     300 parents/caregivers attended 72 parent education workshops including: gang and drug prevention; accessing systems to communicate with schools and check grades; human trafficking education, and nutrition support;

•                     382 home visits were made to address chronic truancy;

•                     500 youth attended weekly Life Skills groups; 500+ youth attended Leadership groups;

•                     On average, youth participating in Measure X programs increased their academic performance by one letter grade.

For this Fiscal Year 2024-25, staff issued a Request for Proposals (RFP) on June 3, 2024 to support youth programming in target communities.  To maintain fairness and transparency, each proposal was first evaluated by an independent committee of Oceanside community stakeholders.  These stakeholders were vetted by a member of the Oceanside Community Safety Partnership (OCSP) to ensure evaluators were not connected to applicants to past and current Measure X funding. Additionally, three City staff members from a separate City Departments were tasked with reviewing the proposals and providing feedback for each proposal.

Proposals were scored by evaluators on the following criteria:

1.                     The proposal was complete and complied with the terms and conditions of the RFP.

2.                     The proposal demonstrated an understanding of the project and youth population.

3.                     The organization/individual has experience providing like services.

4.                     The organization/individual has access to appropriate resources necessary to complete the project (i.e. funding, partners, qualified staff, location, etc.)

5.                     The organization/individual has a detailed plan to collect relevant data.

6.                     The proposal contained a complete project budget, and the amount of funding requested was appropriate to the Scope of Work.

Measure X-Youth Services staff then met with the stakeholder committee to discuss the proposals in depth and their evaluation of the proposals.  Following this vetting process, the following 17 programs of the 21 received were recommended for funding in FY 2024-25.  Detailed descriptions of each program are included as Attachments to this report:

1.                     MiraCosta College - College and Career Access Pathways (CCAP)

This year, programs funded by Measure X-Youth Services will support a minimum of 3,500 at-risk youth in Oceanside and double the number of parents/caregivers attending workshops and activities. Staff will continue to conduct on-site visits and mentor the organizations that work in at-risk neighborhoods.

In striving for continuous improvement in the delivery of impactful youth services, the Housing and Neighborhood Services Department will be issuing an RFP for a formal evaluation of the youth programs in Fall 2024.  While staff have been steadily collecting data, hiring a team of professional program evaluators will ensure that all Measure X-Youth Services programs are meeting their goals and objectives, maximizing their resources and opportunities and demonstrating a positive impact on Oceanside youth.
