BACKGROUND AND ANALYSIS

 

On June 21, 2023, the City Council approved a three-year PWA with Patterson, in the amount of $150,000 with three additional one-year renewals. On April 10, 2024, City Council approved Amendment 1 to the Patterson PWA for an additional amount of $20,000 for one-time repairs. On February 19, 2025, the City Council approved Amendment 2 to the Patterson PWA, in the amount of $65,860, for FY 2024-25 with Patterson Brothers Lighting, for additional one-time streetlight repair & replacement.

 

Amendment 3 to the Patterson PWA is for Field Lighting Upgrades including lamp and ballast replacements to 3 fields at Ron Ortega Park in the amount of $122,565, bringing the total PWA amount to $658,425.

In June 2024, the City Council appropriated funding for a series of park improvements at Ron Ortega Park in partnership with Oceanside American Little League (OALL). As part of this collaborative effort, the Public Works Department conducted a review of existing park infrastructure and determined that upgrades to the athletic field lighting system would significantly enhance both safety and performance. The current lighting fixtures and controls have exceeded their expected service life, resulting in diminished reliability, higher maintenance demands, and inconsistent illumination levels. Updating the lighting system with more energy-efficient components will provide a more dependable and environmentally responsible solution while ensuring compliance with current Little League lighting standards for player safety and field visibility.

City staff met extensively with OALL leadership which included the President and Vice President to review the proposed lighting improvements and ensure alignment with the league’s operational needs. The project was presented to the OALL Board of Directors, which subsequently voted in full support of proceeding with the upgrades. The strong partnership between the City and OALL reflects a shared commitment to maintaining high-quality recreational facilities that serve Oceanside youth and families.

With the City Council authorization, staff is prepared to move forward promptly with procurement and installation to ensure completion of the lighting enhancements in advance of the upcoming Little League season.

 

FISCAL IMPACT

 

Amendment 3 to the PWA with Patterson in the amount of $122,565 will be charged to the Ron Ortega Park Improvements account 906192224598.5320.10400 which has an available balance of $171,194; therefore, sufficient funds are available.
