body
BACKGROUND AND ANALYSIS
On May 8, 1992, the City Council established the Police and Fire Commission. Pursuant to Council Policy, each Commission must submit to the City Council a work plan identifying specific projects and tasks proposed for each fiscal year in support of the Commission's purpose and scope of responsibilities.
The Fiscal Year 2026-27 Work Plan (Attachment 1) outlines the Commission’s mission to consider and make recommendations to the City Council regarding policies related to public safety, police, fire, and other areas matters affecting community safety.
During fiscal year 2026-27, the Police and Fire Commission will address the following notable issues, in addition to its other responsibilities:
1) Continue the efforts of the Standing Oversight Committee.
2) Continue reviewing the Bylaws of the Commission to improve efficiency and better serve the community through October 13, 2026.
3) Collaborate with Police and Fire Department personnel to research evacuation strategies, educate the community, and evaluate their applicability across the City’s diverse communities.
FISCAL IMPACT
There is no fiscal impact associated.
COMMISSION OR COMMITTEE REPORT
The Police and Fire Commission held a meeting on April 14, 2026, to develop the annual work plan. At the meeting, the Commission reviewed the objectives and unanimously approved the attached work plan.
CITY ATTORNEY’S ANALYSIS
The Police and Fire Commission’s Workplan for FY 2026-27 complies with all relevant legal requirements. It clearly outlines the Commission’s responsibilities, which include reviewing public safety policies, conducting a bylaw review, and supporting emergency preparedness efforts. The establishment of a Standing Oversight Committee (SOC) to review citizen complaints against the Police and Fire Departments is allowed within the Commission’s advisory role. Additionally, the Workplan’s inclusion of bylaw review ensures procedural alignment with current legal and operational standards, while evacuation education efforts complement broader citywide initiatives without creating conflicts in jurisdiction. There are no legal concerns with adopting the Workplan as it is presented.
