BACKGROUND AND ANALYSIS

Since June 24, 2016, Vista Community Clinic has leased the Junior Seau Fitness Center at 448 Country Club Lane for the operation and management of the Club 55 Senior Fitness Program.  The Club primarily serves senior adult residents of Oceanside ages 55+ years but is open to all. VCC has a current membership of just over 50 members, nearly all of whom are Oceanside residents.

The annual membership fee is $55 for Oceanside seniors and $65 for members under 55 or for non-Oceanside residents. A daily rate is also available for guests and drop-ins. These membership fees help cover the cost of operating the senior gym.

Club 55 is open Monday through Friday from 7:00 a.m. to 10:45 a.m. and 11:30 a.m. to 2:00 p.m. The Club offers treadmills, recumbent and stationary bikes, single station weight machines and free weights. Certified VCC staff assist members with workout sessions and activities. In addition to traditional gym amenities, VCC’s partnership with the City to operate Club 55 has allowed the clinic to offer comprehensive health resources, connect seniors to health education and nutrition classes, and linked them to medical practitioners in the Oceanside-based clinics as needed.

During the COVID-19 pandemic when the gym could not be opened due to heightened risk factors to the senior population, VCC was able to use the facility to serve as a central location to provide food distributions, access to fresh produce, dry foods and sanitation supplies such as hand sanitizer and masks to seniors.

In recent years, VCC has purchased new equipment, such as treadmills and worked with City staff on additional structural improvements and investments, such as roof repairs and new carpeting. After the COVID-19 pandemic, the City in partnership with VCC installed a new HVAC system and air purification system.

Club 55 has a long history in the community as a place where seniors can receive assistance in maintaining an active and healthy lifestyle, workout without the pressures of larger gyms, and to connect and engage with other seniors. Continuation of the partnership with VCC for the operation of Club 55 will provide continued services and health and wellness benefits to Oceanside seniors.

The PSA is for FY 2024-25 starting July 1, 2024 through June 30, 2025. This agreement is renewed on an annual basis each year.

FISCAL IMPACT

The FY 2024-25 budget for Club 55 Account 900439101 has $43,409 available, of which $36,985 is allocated to VCC. The balance in that account covers utility, repairs and maintenance costs. The remaining $9,315 will be charged to the City Manager Contingency Account 150150101, which has a current balance of $82,735. Therefore, sufficient funds are available.
