BACKGROUND AND ANALYSIS

 

Carpenter Road is located within the Oceanside Industrial Park, south of State Route 76 and west of Benet Road. The roadway is approximately 40 feet wide, allowing for two travel lanes and parking on both sides. Carpenter Road is often used for the long-term storage of vehicles rather than for typical business-related parking.  City staff has received numerous complaints regarding vehicles parked on Carpenter Road for periods exceeding the 72-hour limitation established under Section 10.4(b) of the Oceanside Traffic Code. Complaints have also referenced unsanitary conditions associated with certain vehicles, including odors, the dumping of liquid waste and the accumulation of trash around vehicles that park on the street for extended periods of time.  As a result of these conditions, the City has allocated an inordinate amount of Parking Enforcement and Police Department resources to the area. Although Parking Enforcement has responded to complaints and enforced the 72-hour parking limitations, concerns persist.

 

In response to these persistent concerns, staff recently established a 24-hour, seven-day-per-week no parking/no stopping zone on the north side of Carpenter Road beginning at the west side of the sole commercial driveway and continuing around the cul-de-sac to a point 150 feet west of the westerly commercial driveway on the south side of the street (see Exhibit A).

 

To address these ongoing issues while maintaining reasonable access for surrounding businesses, staff recommends establishing additional parking regulations consisting of a no parking/no stopping restriction between 10:00 PM and 6:00 AM, and a two-hour parking limit from 6:00 AM to 10:00 PM, on both sides of Carpenter Road within the area shown in Exhibit A. Staff reached out to adjacent businesses operators on Carpenter Road and they expressed no concerns with establishing the proposed parking restrictions as they would still allow employees and customers to utilize the frontage street for work-related activity.

 

 

FISCAL IMPACT

The installation of regulatory signs would cost approximately $1,000 and will be charged to the Traffic Control System account 640621101.5355, which has an available balance of $82,435. Therefore, sufficient funds are available.
