TITLE: PURCHASE ORDER TO ROMTEC, INC. FOR FINAL DESIGN AND SUPPLY OF BUILDING MATERIAL FOR THE STRUCTURES AT THE PROPOSED EL CORAZON PARK SITE 1

Staff recommends that the City Council approve a purchase order to Romtec, Inc. (“Romtec”), in an amount not to exceed $554,973, for final design and supply of building material for the structures at the proposed El Corazon Park Site 1 and authorize the Financial Services Director, or designee, to execute the purchase order.

BACKGROUND AND ANALYSIS
On February 23, 2022, the City Council approved a Professional Services Agreement (PSA) for design of the proposed El Corazon Park Site 1 with Schmidt Design Group.
The following structures are included within the design of El Corazon Park Site 1:
• A modular multipurpose building consisting of restrooms, maintenance storage, electrical room, and telecommunication room as shown in Attachment 3 (approximately 1,000-square feet)
• A trash enclosure as shown in Attachment 4 (approximately 300-square feet)
• Four (4) trellis shelters as shown in Attachment 5.
Schmidt Design Group has been working with Romtec to provide specifications, design drawings, and renderings of the structures. Romtec designs, manufacturers, supplies, and constructs buildings and structures for all types of application. The Romtec team includes architects, engineers, manufacturers, and contractors.
Upon approval of the requested purchase order by the City Council, Romtec would provide the engineered plan set and complete submittals necessary for a building permit, as well as supply the building material necessary to construct the structures as specified in Attachment 2 and Attachment 6. Structure installation is not included as part of this purchase order; rather, it will be incorporated into the future construction contract for the proposed El Corazon Park Site 1.
The Romtec purchase order would utilize the Sourcewell Cooperative Purchasing Agreement, which includes Oceanside as a member agency. Therefore, this purchase complies with Section 28A.24(b) of the Code of the City of Oceanside, which allows for cooperative purchasing utilizing agreements maintained by other public agencies.
Staff anticipates bringing a Public Works Agreement to City Council to construct the park in late 2025/early 2026, which would include installing the structures with the building material provided by Romtec.
FISCAL IMPACT
The final design and supply of building material for the structures at the proposed El Corazon Park Site 1 is estimated not to exceed $644,150. The total cost will be charged to the El Corazon Park Site 1 account 912183923517 which has an available balance of $2,000,000.
