BACKGROUND AND ANALYSIS

 

Each budget cycle, vehicles that meet their anticipated service life in years and/or miles, are planned for replacement. Prior to purchasing a replacement vehicle, Fleet and the department using the vehicle(s) determines if the current vehicle type and usage needs is the same, if there is less expensive alternative, if there is a greener alternative, and if the current vehicle has any useful life to become a Fleet loaner vehicle.

The Flood Control/Storm Drains section is retiring its excavator, SH, a 1986 Caterpillar 225 Excavator that is an “X-Class” unit (meaning no replacement has been collected) and has long reached the end of its second service life due to age, outdated condition, and maintenance costs. This machine will be updated with the ATF of a new 2025 Caterpillar Model 317 Excavator/Mower. This new unit is a specialized excavator designed to provide extended reach, low ground pressure, and versatile operational capabilities, including digging, mowing, and flood-response functions. It is equipped with a modern, sound-insulated cab and air conditioning to enhance operator safety and comfort during hot weather conditions. Additionally, the Tier 4-compliant engine significantly reduces exhaust emissions, supporting the City’s environmental and sustainability standards.

The Street and Median Maintenance section is retiring two machines: SC and SCQ, as it was determined these units have reached the end of their service lives due to age, condition, and increasing maintenance costs. SC, a 2014 Bobcat S590 Skid Steer, will be replaced with a new 2025 Bobcat S86-2 Skid Steer and SCQ, a 2008 Bobcat S330 Skid Steer, will be replaced with a new 2025 Bobcat S66-2 Skid Steer. The new machines both offer emissions-reducing Tier 4 diesel engines, enclosed cabs with HVAC, enhanced sound insulation, rear-view cameras, and updated ergonomic controls designed to improve operator safety and reduce work-related fatigue injuries. Sufficient funds have been collected for replacement of both units.

The Beach Maintenance section is retiring BCH28, a 2016 Cherrington 5500 Beach Cleaner as it was determined the unit has reached the end of its service life due to age, condition, and maintenance costs. This machine will be replaced with a new 2025 Kässbohrer Beach Tech 5500 Beach Cleaner that has a Tier 4 engine that reduces emissions and aligns with City policies promoting more environmentally sustainable operations.

The Public Works Fleet Division is moving GF, a 2006 Caterpillar P6000-LE Forklift, to the La Salina Wastewater Treatment Facility in the Water Utilities Department to replace SDL2, a 2007 Caterpillar P5000-G forklift that has been retired due to severe rust and deterioration from long-term exposure to a corrosive beach environment. The Fleet Division will replace GF with a fully electric new Bobcat B50X-7 Forklift with a 10,000-lb lifting capacity. The new forklift will produce zero emissions while the increase in lifting capacity will enhance technician safety in lifting trailers for service and recovering wrecked vehicles. The increase exceeds the 6,000-lb lifting capability of the old unit, GF. The FY 2026-27 fleet replacement account has programmed sufficient funding for the purchase.

All quotes were obtained through the Sourcewell cooperative, the HGAC cooperative, or the competitive bidding process in accordance with City purchasing guidelines, and all proposed purchases comply with the requirements of City Code Chapter 28A.

 

FISCAL IMPACT

 

The purchase order for Hawthorne CAT as an ATF, in the amount of $379,016 will be charged to the accounts listed on the table below. Miramar Bobcat, in the amount of $158,563, Kässbohrer All-Terrain Vehicles, in the amount of $179,447, Quality Lift Trucks, in the amount of $105,678, the total amount of $430,011 will be charged to the Fleet Replacement account, 620609831.5705 with a balance of $456,677. A $10,000 contingency fee is requested to account for any changes to the procurement or upfitting costs. The FY26-27 budget has sufficient funds for these purchases.

The approximate monthly replacement and maintenance and operation (M&O) costs are as follows:

The Flood Control/Storm Drains Division Excavator will collect $300 a month for M&O and $3,510 a month for Replacement, for an approximate annual cost of $45,720 charged to 600750101.5600.0015

The Street and Median Maintenance Division Skid Steer to replace SC will collect $300 a month for M&O and $1,078 a month for Replacement, for an approximate annual cost of $16,536 charged to 600619213.5600.0015

The Street and Median Maintenance Division Skid Steer to replace SCQ will collect $300 a month for M&O and $892 a month for Replacement, for an approximate annual cost of $14,304 charged to 600619213.5600.0015

The Beach Maintenance Division Beach Cleaning Machine will collect $300 a month for M&O and $3,373 a month for Replacement, for an approximate annual cost of $44,076 charged to 600625101.5600.0015.

The Fleet Services Division Forklift will collect $1,313 a month for Replacement, for an approximate annual cost of $15,756.

 

The total monthly M&O for all vehicles is $11,366 and the total approximate annual cost is $136,392 for all five vehicles.
