title

Staff recommends that the City Council approve Amendment 6 to the Professional Services Agreement (PSA) with Wittman Enterprises, LLC, for Emergency Medical Service billing services, with compensation based on a percentage of collections from net collected revenues, with a one-year contract expense estimated at $300,000 to extend the term of the agreement to October 15, 2027 and authorize the City Manager to execute the amendment.

body

BACKGROUND AND ANALYSIS

On October 17, 2012, the City Council approved a three-year Professional Services Agreement with Wittman Enterprises (Wittman) to provide emergency medical services (EMS) billing and collection services. The agreement allowed for two one-year extensions.

On September 16, 2015, the City Council approved Amendment 1 extending the term of the agreement to October 16, 2018 utilizing the City of Carlsbad’s competitive bidding process.

On October 17, 2018 the City Council approved Amendment 2 extending the term of the agreement to October 15, 2023 with five one-year extension options and revising the compensation for service performed utilizing the City of Costa Mesa’s competitive bidding process.

On September 27, 2023, the City Council approved Amendment 3 executing the first of the five one-year extension options extending the term of the agreement to October 15, 2024 and adjusted compensation for services performed.

On November 6, 2024 the City Council approved Amendment 4 executing the second of the five one-year extension options and extending the term of the agreement to October 15, 2025.

On November 5, 2025 the City Council approved Amendment 5 executing the third of the five one-year extensions extending the term of the agreement to October 15, 2026.

Amendment 6 would execute the fourth of the five one-year extensions extending the term of the agreement to October 15, 2027.

Wittman Enterprises has provided billing and collection services for the City of Oceanside for more than 13 years, consistently demonstrating professionalism, efficiency and a strong commitment to customer service. Wittman specializes in comprehensive ambulance billing services, providing a dedicated resource for both City staff and the community. The majority of Wittman’s clients are government agencies throughout California, including many within San Diego County.

Pursuant to the terms of Amendment 3 the compensation rate remains at 3.60% of monthly net collected revenue. This rate is contingent upon the City’s continued participation in the Public Provider Ground Emergency Medical Transport Intergovernmental Transfer Program (PP-GEMT IGT). The PP-GEMT IGT is a cost reimbursement program administered by the State of California that allows the City to recover a portion of the costs associated with providing medical transport services for qualifying ambulance transports.

Revenues are expected to continue to grow with the participation in the PP-GEMT IGT program and an increasing amount of calls for service. Extending the agreement for an additional year will allow the City to continue receiving uninterrupted EMS billing and collection services.

FISCAL IMPACT

The fiscal impact of the agreement is dependent on the amount collected and, therefore, cannot be definitively determined at this time. Contract expenses are charged to Revenue Management 211010101.5305 and are estimated to be approximately $300,000 and will be charged to the Revenue Management account.  If revenues continue to grow, a budget adjustment will be processed to increase both revenue and expenditures accordingly.
