title
Staff recommends that the City Council approve a 2026 agreement, with options for two one-year extensions subject to mutual agreement, with ASA ENTERTAINMENT (ASA) to stage a female professional surfing contest, lifestyle, and music festival event from August 21 through August 23, 2026; approve payment to the City for municipal services in an amount not to exceed $15,000, and authorize the City Manager to execute the agreement.

BACKGROUND AND ANALYSIS
Historically, the annual Super Girl Pro Surfing and Lifestyle Event has attracted close to 50,000 attendees to the areas surrounding the Oceanside Pier and has generated positive regional and national exposure for the City of Oceanside. The event has consistently highlighted Oceanside as a premier coastal destination for professional surfing and beach-oriented recreation, while also supporting local businesses, hospitality, and tourism activity. Visit Oceanside estimates that the overall economic impact of the 2025 event was $2,385,668 in direct business sales and has committed to investing $90,000 and additional in-kind services in support of the event during the 2026 calendar year.
On February 1, 2023, the City Council approved a three-year agreement with ASA Entertainment to support the event through 2025.
The Super Girl event has evolved over time beyond a traditional surf competition to include a broader lifestyle and music festival component. This expanded format has helped attract a diverse audience that includes residents, visitors, families, and participants from beyond the traditional surfing community. As a result, the event has become a well-recognized annual attraction.
The 2026 event would mark the 20th anniversary of the Super Girl Pro, further reinforcing its longevity and established presence within the community. Staff believes that the continued partnership with ASA Entertainment provides a balance of community benefit, economic activity, and regional exposure.
Under the proposed 2026 agreement, the City would continue to provide municipal support services under a cost-sharing model, while ASA would remain responsible for event operations, staffing, security, permitting, and compliance with all applicable City requirements. Staff believes the public benefits associated with the event, including tourism promotion, economic activity, and community engagement, provide reasonable consideration for the City resources committed in support of the event this year. Any decision to exercise the optional one-year extensions would be evaluated separately and would take into account the event’s performance, community impacts, and overall benefit to the City.
Under the proposed agreement, the City would provide municipal support services consistent with prior Super Girl events, including public safety, beach operations, parking, and Parks and Recreation support necessary to safely accommodate the event footprint and anticipated attendance. City support would be provided under a cost-sharing model consistent with prior years. Venue fees and a portion of staffing costs would be waived, subject to a not-to-exceed payment of $15,000 by the event organizer. A detailed estimate of the venue use and staffing costs is provided under Exhibit A of the agreement.
FISCAL IMPACT
The estimated real cost to the City for the 2026 event is $64,232, with an additional $30,820 in the form of an in-kind donation for the use of facilities and parking for a total of approximately $80,052.15 City subsidy. This cost would be offset by ASA’s contribution which is not to exceed $15,000 and would be deposited into the Special Events account 170936101.4358.
