BACKGROUND AND ANALYSIS
On October 19, 2022, the City Council approved a Purchase Order, in the amount of $275,000, with American Ramp Company for turn-key services including public outreach, design, manufacturing, and installation of skate elements at John Landes Park as part of a Sourcewell Cooperative Purchasing Agreement.
On December 7, 2022, the City Council amended the Fiscal Year 2022-2023 Community Development Block Grant (CDBG) Annual Action Plan, approving funding for new or alternate projects. The proposed John Landes Park Skate Spot Improvement Project was identified as a Capital Improvement Program (CIP) project that could benefit from additional CDBG funding. On March 22, 2023, the City Council approved Addendum No. 1 to the Purchase Order in the amount of $115,000 to utilize available CDBG funds for the proposed project.
During the outreach process, some members of the public expressed concerns regarding the condition of the existing concrete slab and the proposed skatepark’s flow, space, and ability to handle multiple users simultaneously. Staff hired a consultant to perform an independent third-party structural investigation of the existing slab which included several core samples. The final results from the investigation concluded that the existing concrete slab is in good condition and is adequate for supporting the proposed skatepark elements. The investigation results and public feedback were used to develop the final conceptual design which also included further refinements to address the flow and spacing concerns.
The scope of work for Participating Addendum No. 2 to the Purchase Order includes sealing cracks and providing spot treatments on the existing slab, as well as development of a light earthen berm on the west side of the slab. This work will help address aesthetic concerns, maximize the available skating area to the extent feasible, and provide a “buffer” in potential fall zones.
Following the City Council’s approval of Participating Addendum No. 2, the construction drawings will be finalized and any applicable permits will be obtained. Construction is anticipated to start late 2024 or early 2025 and take approximately two to three months. The existing skatepark will be closed during project construction but other Oceanside skate parks such as MLK, Prince Memorial, and Melba Bishop would provide other skateboarding opportunities.
