RECOMMENDATION

Staff recommends that the City Council approve Amendment 2 to the public works agreement with Brax Company, in the amount of $55,725, for a total contract amount not to exceed $655,725, for additional material and labor necessary to complete the rehabilitation of a production well at Mission Basin Groundwater Purification Facility; and authorize the City Manager, or designee, to execute the amendment.

BACKGROUND AND ANALYSIS
The Mission Basin Groundwater Purification Facility treats groundwater water to produce about 10% of the City’s drinking water. Part of the treatment process includes eight production wells that supply the groundwater to the plant. These wells must be rehabilitated approximately every two to three years to maintain production flow.
Production Well 2 is in the process of being rehabilitated which involves pump maintenance and screen cleaning. During this process, Brax, the company performing the well rehabilitation, notified staff that more production flow would be possible if the pump could be lowered toward the bottom of the well (using three sections of pipe). Lowering the pump further down into the well by approximately 60 feet would allow the well pump to operate with greater efficiency.
Brax has provided a quote in the amount of $55,725 for this work. The quote includes material, equipment rental, taxes, estimated freight, and additional bonds.
FISCAL IMPACT
Amendment 2 in the amount of $55,725 will be charged to the Mission Basin Groundwater Purification Facility account 750755711.5320 which has a current balance of $182,026; therefore, sufficient funds are available.

Water Meter Fees and Service charges in the Water Operating Fund (711) are the source of funds for this purchase.

The Utilities Commission approved staff’s recommendation at a special meeting held on April 15, 2026.
