Staff recommends that the City Council approve Amendment 1 to the Professional Services Agreement with Meridian Rapid Defense Group, LLC. for weekly deployment of mobile protection barriers at the Morning Farmers Market and the Sunset Market, extending the term of the agreement for an additional three years, commencing on May 21, 2026 and terminating on May 20, 2029, for a total amount not to exceed $351,000; appropriate $11,250 for FY 2025-26 from the General Fund Unassigned account; and authorize the City Manager to execute the amendment upon receipt of all supporting documents.

BACKGROUND AND ANALYSIS
The Downtown Morning Farmers Market and Sunset Market (“Markets”) are held every Thursday and operated by MainStreet Oceanside, Inc. (“MSO”). The Markets are very popular and attract thousands of visitors each week, thus reinforcing the need for enhanced safety protocols.
During FY 2019-20, the City Council approved a Capital Improvement Program (“CIP”) project entitled the Street Market Bollards project which was funded through the approval of the FY 2020-21 CIP Budget. This CIP project goal was to provide a physical barrier system to protect the patrons and vendors of the Markets. City staff determined the purchase and use of mobile protection barriers as the most favorable option available. In March of 2025, the City purchased mobile protection barriers (“Barriers”) from Meridian Rapid Defense Group, LLC (“Meridian”), along with transport trailers and accessory items required for the deployment of the mobile barriers at the Markets and other City events. Meridian provides barriers and is employed with multiple municipalities including the City of Carlsbad, San Diego, Pasadena, Ventura, Beverly Hills, San Luis Campo and others.
Meridian also entered into a Professional Services Agreement (“Agreement”) with the City to provide weekly barrier deployment services to deploy and transport the mobile barriers each week for the Market events. Since May 2025, Meridian has been deploying the barriers weekly at the Markets. As the sponsor of the Markets, MSO agreed to pay seventy-five percent of deployment services while the City would pay twenty-five percent. The Morning Farmers and Sunset Markets agreement operated by MSO provides that if additional mobile barriers are needed or purchased for the Markets, MSO would be responsible for paying a portion of the weekly mobile barrier deployment costs.
The current agreement with Meridian for barrier deployment services expires on May 14, 2026. At this time the City would like to amend the existing agreement with Meridian to extend the term for three additional years. The proposed three-year amendment allows Meridian to continue with ongoing weekly mobile barrier deployment services to the Markets, commencing May 21, 2026 and expiring on May 20, 2029. Barrier deployment costs for the Markets are currently $2,250 weekly and $117,000 annually. Meridian has agreed to retain the same pricing costs for the extended three-year term.

Amendment 1 with Meridian, in the amount of $117,000 annually, will be charged to the Bollard Deployment account 600646101.5305. The account includes an ongoing $130,000 budget programmed as part of the FY 2026-27 proposed budget; therefore, sufficient funds will be available in future fiscal years. An appropriation of $11,250 will be needed from the General Fund Unassigned account 101.3020.0001 to the Bollard Deployment account 600646101.5305 to cover 5 weeks of the agreement in FY 2025-26.
