RECOMMENDATION

title

Staff recommends that the City Council adopt a resolution authorizing the City Manager, Assistant City Manager, Finance Director, Fire Chief, and Emergency Management Coordinator to execute documents related to state and federal disaster assistance through the California Office of Emergency Services (Cal OES), the Federal Emergency Management Agency (FEMA), and any other governmental entity.

BACKGROUND AND ANALYSIS

State and federal disaster assistance regulations require that all jurisdictions applying for reimbursement must identify, by resolution, those employees who are authorized to process financial documents for state and federal disaster reimbursement. Until the City identifies the employees authorized to sign documents, reimbursement cannot be obtained. In order to facilitate the process, the State allows for the option to utilize a single resolution for any disasters that occur within three years following the date the resolution was adopted. The proposed resolution will replace the resolution adopted on May 8, 2024 and will remain in effect for three years.

This resolution will authorize the City Manager, Assistant City Manager, Finance Director, Fire Chief, and Emergency Management Coordinator to process documents related to state and federal disaster assistance.  Since the City is choosing the “Titles Only” method of designating agents, when a disaster occurs the City will be able to identify the actual agents filling the authorized positions by name. This identification is made by submitting a cover letter or approved form attached to the resolution. It can be signed by any authorized person within the City and does not require further City Council approval.

FISCAL IMPACT

The resolution will allow the City to apply for reimbursement for disaster-related expenditures.

COMMISSION OR COMMITTEE REPORT

The Police and Fire Commission will be advised of this matter at its next regularly scheduled meeting on November 21, 2024.

CITY ATTORNEY’S ANALYSIS
